About this opportunity

The City of Jackson, Michigan is seeking sealed bids for a comprehensive demolition project located at 736 Page Avenue through its e-Procurement Portal. The project involves complete demolition of a 1,656 square foot commercial building constructed in 1950, including mandatory hazardous material abatement and site restoration. Contractors must possess either a Residential Builders License or a House Wrecking (R) Maintenance and Alteration Contractor license to qualify. Specific requirements include removing the entire structure, basement, foundations, utilities, and hard surfaces, followed by site grading, topsoil application, and replanting specified trees. The project demands full compliance with MIOSHA and DEQ regulations for hazardous material removal, with all demolition debris to be transported to a state-licensed type II or type III landfill. Quotes are due by February 21, 2025, at 10:00 AM, with work expected to begin no later than 10 days after receiving the purchase order and be completed within 20 days, with all work to be finalized by May 23, 2025. Liquidated damages of $1,000 per calendar day will be assessed for delays beyond the specified timeline.

The procurement appears to potentially be funded through Community Development Block Grant (CDBG) sources, which may introduce additional compliance requirements. Contractors must be registered with SAM.gov for federally funded projects and provide comprehensive environmental insurance. The City of Jackson explicitly states a non-discrimination policy covering race, religion, national origin, color, age, sex, height, weight, marital status, and physical or mental handicap. The estimated project budget is not to exceed $15,000, with payment processed bi-weekly after submission of detailed invoices that include specific line items for asbestos abatement, greening costs, and demolition expenses. The city reserves the right to reject any and all bids and to waive minor irregularities in the bidding process. Contractors will be required to provide comprehensive documentation, including air monitoring reports and disposal manifests, and must follow strict environmental compliance protocols throughout the project's execution.
