About this opportunity
The Greater Dayton Regional Transit Authority (RTA) is soliciting proposals for a turnkey replacement of entrance and exit garage door systems at its facility located at 600 Longworth Street in Dayton, Ohio, Montgomery County. The procurement involves complete demolition of existing door systems, modification of openings as needed, and furnishing and installation of new bi-parting garage doors or equivalent proven systems capable of handling up to 300 cycles per day (approximately 110,000 cycles annually), with opening and closing times within 15 seconds each, operating on 480-volt three-phase electrical service. The doors must feature electric safety edges, seals, electric eyes for vehicle detection, windows for natural light, and parts availability for at least 25 years. Evaluation will occur in two phases: Phase One assesses design, technical approach, methodology, qualifications, experience, and project schedule; Phase Two involves pricing submission from shortlisted proposers, with contract award made to the lowest firm-fixed price submitted among qualified proposers. Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and must be licensed to do business in Ohio. The Request for Proposal was released on April 24, 2026, with a non-mandatory pre-proposal conference scheduled for May 14, 2026, at 10:00 a.m. at the project location; the final deadline for questions and clarifications is May 21, 2026, at 12:00 p.m.; and proposals are due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with RTA's option to extend for an additional twelve months with preliminary notice.
There is no established Disadvantaged Business Enterprise (DBE) set-aside requirement for this project, though the RTA welcomes DBE participation. All pricing is firm-fixed for the contract duration, and invoicing occurs upon completion of work, though partial payments are permitted for on-site materials and completed work with written RTA approval. All materials and labor are warranted for a minimum of one year from project completion, with manufacturer warranties exceeding this period taking precedence. Contractors must comply with all federal certifications including Buy America requirements, debarment and suspension verification, and various environmental and civil rights compliance certifications. The project is subject to Ohio prevailing wage requirements and is funded in part by the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT), making it subject to all applicable FTA clauses and federal requirements. The RTA will coordinate with local electrical and structural contractors if the awarded vendor requests assistance. While no specific budget range is stated in the procurement documents, maximum aggregate compensation will be determined and funded through RTA tax revenues and potentially grant contract funds received from the federal government under the Urban Mass Transportation Act of 1964, as amended.
