About this file
This is a Request for Proposal issued by the Greater Dayton Regional Transit Authority (RTA) for the 600 Longworth Garage Door Project located in Dayton, Ohio. The RTA seeks proposals for a turnkey replacement of entrance and exit garage door systems, including complete demolition of existing systems, modification of openings as needed, and installation of new bi-parting garage doors capable of handling up to 300 cycles per day with opening and closing times within 15 seconds each. The doors must operate on 480-volt three-phase electrical service and include electric safety edges, seals, electric eyes for vehicle detection, windows for natural light, and parts availability for at least 25 years. The RFP was released on April 24, 2026, with a non-mandatory pre-proposal conference scheduled for May 14, 2026, at 10:00 a.m. at the project location. The deadline for questions and clarifications is May 21, 2026, at 12:00 p.m., and proposals are due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with an option for RTA to extend for an additional twelve months with preliminary notice. Evaluation occurs in two phases: Phase One assesses design, technical approach, methodology, qualifications, experience, and project schedule; Phase Two involves pricing submission from shortlisted proposers.
Pricing is firm-fixed for the contract duration, with invoicing upon completion of work, though partial payments are permitted for on-site materials and completed work with written RTA approval. There is no established Disadvantaged Business Enterprise (DBE) set-aside requirement, though DBE participation is welcomed. All materials and labor are warranted for a minimum of one year from project completion. Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and must be licensed to do business in Ohio. Contract award will be made to the lowest firm-fixed price submitted among qualified proposers. The project is funded through RTA tax revenues and potentially grant contract funds from the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT), making it subject to all applicable FTA clauses and federal requirements, including Buy America requirements, prevailing wage compliance, and various environmental and civil rights compliance certifications. The RTA will coordinate with local electrical and structural contractors if the awarded vendor requests assistance.
