About this file
This is a Request for Proposal document from the Greater Dayton Regional Transit Authority (RTA) in Montgomery County, Ohio, soliciting proposals for the replacement of entrance and exit garage door systems at 600 Longworth Street in Dayton. The project requires a turnkey replacement involving complete demolition of existing door systems, modification of openings as needed, and furnishing and installation of new bi-parting garage doors capable of handling up to 300 cycles per day with opening and closing times within 15 seconds each. The doors must operate on 480-volt three-phase electrical service and include electric safety edges, seals, electric eyes for vehicle detection, windows for natural light, and parts availability for at least 25 years. The RFP was released on April 24, 2026, with a non-mandatory pre-proposal conference scheduled for May 14, 2026, at 10:00 a.m. at the project location. The final deadline for questions and clarifications is May 21, 2026, at 12:00 p.m., and proposals are due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with RTA's option to extend for an additional twelve months with preliminary notice.
Pricing is firm-fixed for the contract duration with invoicing upon completion of work, though partial payments are permitted for on-site materials and completed work with written RTA approval. There is no established Disadvantaged Business Enterprise set-aside requirement, though DBE participation is welcomed. All materials and labor are warranted for a minimum of one year from project completion, with manufacturer warranties exceeding this period taking precedence. Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and must be licensed to do business in Ohio. The project is subject to Ohio prevailing wage requirements and is funded in part by the Federal Transit Administration and the Ohio Department of Transportation, requiring contractors to comply with all federal certifications including Buy America requirements, debarment and suspension verification, and various environmental and civil rights compliance certifications. Maximum aggregate compensation will be determined and funded through RTA tax revenues and potentially grant contract funds received from the federal government under the Urban Mass Transportation Act of 1964, as amended.
