About this file
This is a Request for Proposal issued by the Greater Dayton Regional Transit Authority (RTA) for the 600 Longworth Garage Door Project in Dayton, Ohio. The RTA seeks a turnkey replacement of entrance and exit garage door systems at its 600 Longworth Street facility, including complete demolition of existing systems, modification of openings as needed, and installation of new bi-parting garage doors capable of handling up to 300 cycles per day with opening and closing times within 15 seconds each. The doors must operate on 480-volt three-phase electrical service and include electric safety edges, seals, electric eyes for vehicle detection, and windows for natural light, with parts availability guaranteed for at least 25 years. The RFP was released on April 24, 2026, with a non-mandatory pre-proposal conference scheduled for May 14, 2026, at 10:00 a.m. at the project location. The deadline for questions and clarifications is May 21, 2026, at 12:00 p.m., and proposals are due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with an RTA option to extend for an additional twelve months with preliminary notice. Award will be made to the lowest firm-fixed price submitted among qualified proposers following a two-phase evaluation process assessing design, technical approach, qualifications, experience, and project schedule.
All pricing is firm-fixed for the contract duration with invoicing upon work completion, though partial payments are permitted for on-site materials and completed work with written RTA approval. There is no established Disadvantaged Business Enterprise set-aside, though the RTA welcomes DBE participation. Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and be licensed to do business in Ohio. All materials and labor carry a minimum one-year warranty from project completion, with manufacturer warranties exceeding this period taking precedence. The project is subject to Ohio prevailing wage requirements and is funded in part by the Federal Transit Administration and the Ohio Department of Transportation, requiring compliance with all applicable FTA clauses, federal certifications including Buy America requirements, debarment and suspension verification, and various environmental and civil rights compliance certifications. Maximum aggregate compensation will be determined and funded through RTA tax revenues and potentially grant funds received from the federal government under the Urban Mass Transportation Act of 1964, as amended.
