About this file
This Request for Proposal is from the Greater Dayton Regional Transit Authority (RTA) in Montgomery County, Ohio, for the complete turnkey replacement of entrance and exit garage door systems at its 600 Longworth Street facility in Dayton. The project involves demolition of existing door systems, modification of openings as necessary, and furnishing and installation of new bi-parting garage doors capable of handling up to 300 cycles per day with opening and closing times within 15 seconds each. The doors must operate on 480-volt three-phase electrical service and include electric safety edges, seals, electric eyes for vehicle detection, and windows for natural light, with parts availability guaranteed for at least 25 years. A non-mandatory pre-proposal conference is scheduled for May 14, 2026, at 10:00 a.m. at the project location. The deadline for questions and clarifications is May 21, 2026, at 12:00 p.m., with proposals due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with RTA's option to extend for an additional twelve months with preliminary notice. Evaluation will occur in two phases: Phase One assesses design, technical approach, methodology, qualifications, experience, and project schedule, while Phase Two involves pricing submission from shortlisted proposers.
Contract award will be made to the lowest firm-fixed price submitted among qualified proposers, with all pricing remaining firm-fixed for the contract duration. Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and must be licensed to do business in Ohio. There is no established Disadvantaged Business Enterprise (DBE) set-aside requirement, though DBE participation is welcomed. Invoicing occurs upon completion of work, though partial payments are permitted for on-site materials and completed work with written RTA approval. All materials and labor are warranted for a minimum of one year from project completion, with manufacturer warranties exceeding this period taking precedence. The project is subject to Ohio prevailing wage requirements and is funded in part by the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT), making it subject to all applicable FTA clauses and federal requirements including Buy America requirements, debarment and suspension verification, and various environmental and civil rights compliance certifications. Maximum aggregate compensation will be determined and funded through RTA tax revenues and potentially grant contract funds received from the federal government under the Urban Mass Transportation Act of 1964, as amended. The RTA will coordinate with local electrical and structural contractors if the awarded vendor requests assistance.
