About this file
This is a Request for Proposal document from the Greater Dayton Regional Transit Authority (RTA) for the 600 Longworth Garage Door Project located in Dayton, Ohio, Montgomery County. The RTA is soliciting proposals for a turnkey replacement of entrance and exit garage door systems, including complete demolition of existing systems, modification of openings as necessary, and furnishing and installation of new bi-parting garage doors capable of handling up to 300 cycles per day with opening and closing times within 15 seconds each. The doors must operate on 480-volt three-phase electrical service and include electric safety edges, seals, electric eyes for vehicle detection, and windows for natural light, with parts availability guaranteed for at least 25 years. A non-mandatory pre-proposal conference is scheduled for May 14, 2026, at 10:00 a.m. at the project location. The final deadline for questions and clarifications is May 21, 2026, at 12:00 p.m., with proposals due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with an RTA option to extend for an additional twelve months with preliminary notice. Award will be made to the lowest firm-fixed price submitted among qualified proposers following a two-phase evaluation process that assesses design, technical approach, methodology, qualifications, experience, and project schedule in Phase One, with pricing submission in Phase Two.
Pricing will be firm-fixed for the contract duration, with invoicing upon completion of work, though partial payments are permitted for on-site materials and completed work with written RTA approval. All materials and labor are warranted for a minimum of one year from project completion, with manufacturer warranties exceeding this period taking precedence. There is no established Disadvantaged Business Enterprise (DBE) set-aside requirement, though the RTA welcomes DBE participation. Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and must be licensed to do business in Ohio. The project is funded through RTA tax revenues and potentially grant contract funds from the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT), making it subject to all applicable FTA clauses and federal requirements, including Buy America requirements, debarment and suspension verification, prevailing wage requirements, and various environmental and civil rights compliance certifications. The RTA will coordinate with local electrical and structural contractors if the awarded vendor requests assistance.
