About this file
This is a technical specification document for a garage door replacement project at the Greater Dayton Regional Transit Authority (RTA) facility located at 600 Longworth Street in Dayton, Ohio. The RTA is soliciting proposals for a turnkey replacement of entrance and exit bi-parting garage door systems capable of handling up to 300 cycles per day with opening and closing times within 15 seconds each. The garage doors must be 4-3/16 inches thick, feature windows for natural light, electric safety edges, seals, and electric eyes for vehicle detection. The doors will operate on 480-volt three-phase electrical service and must be painted safety yellow on the interior facing side and medium brown on the exterior facing side, utilizing the existing rail design. The Request for Proposal was released on April 24, 2026, with a non-mandatory pre-proposal conference scheduled for May 14, 2026, at 10:00 a.m. at the project location. The deadline for questions and clarifications is May 21, 2026, at 12:00 p.m., with proposals due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with the RTA's option to extend for an additional twelve months with preliminary notice.
Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and must be licensed to do business in Ohio. All pricing is firm-fixed for the contract duration, with invoicing occurring upon completion of work, though partial payments are permitted for on-site materials and completed work with written RTA approval. There is no established Disadvantaged Business Enterprise (DBE) set-aside requirement, though the RTA welcomes DBE participation. All materials and labor are warranted for a minimum of one year from project completion, with manufacturer warranties exceeding this period taking precedence. The project is subject to Ohio prevailing wage requirements and is funded in part by the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT). Contractors must comply with all federal certifications including Buy America requirements, debarment and suspension verification, and various environmental and civil rights compliance certifications. Maximum aggregate compensation will be determined and funded through RTA tax revenues and potentially grant contract funds received from the federal government under the Urban Mass Transportation Act of 1964, as amended.
