About this file
This is a project photograph related to a garage door replacement procurement solicited by the Greater Dayton Regional Transit Authority (RTA) in Dayton, Ohio, Montgomery County. The image depicts the entrance of the 600 Longworth Street facility, showing the current garage door system that will be replaced. The RTA is seeking proposals for a turnkey replacement of entrance and exit garage door systems, including complete demolition of existing doors, modification of openings as needed, and installation of new bi-parting garage doors capable of handling up to 300 cycles per day with opening and closing times within 15 seconds each. Required features include electric safety edges, seals, electric eyes for vehicle detection, windows for natural light, and parts availability for at least 25 years. The Request for Proposal was released on April 24, 2026, with a non-mandatory pre-proposal conference scheduled for May 14, 2026, at 10:00 a.m. at the project location. The deadline for questions and clarifications is May 21, 2026, at 12:00 p.m., and proposals are due by May 29, 2026, at 10:00 a.m. via OpenGov. The contract term is twelve months with an optional twelve-month extension at RTA's discretion.
Evaluation occurs in two phases: Phase One assesses design, technical approach, methodology, qualifications, experience, and project schedule, while Phase Two involves pricing submission from shortlisted proposers, with contract award made to the lowest firm-fixed price among qualified firms. Bidders must demonstrate at least 15 years of experience in design and installation of large bi-parting garage doors and must be licensed to do business in Ohio. All pricing is firm-fixed for the contract duration, with invoicing upon completion of work and partial payments permitted for on-site materials and completed work with written RTA approval. There is no established Disadvantaged Business Enterprise (DBE) set-aside, though the RTA welcomes DBE participation. All materials and labor are warranted for a minimum of one year from project completion. The project is subject to Ohio prevailing wage requirements and is funded in part by the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT), with maximum aggregate compensation determined and funded through RTA tax revenues and potentially federal grant funds under the Urban Mass Transportation Act of 1964. Contractors must comply with all federal certifications including Buy America requirements, debarment and suspension verification, and various environmental and civil rights compliance certifications. The RTA will coordinate with local electrical and structural contractors if the awarded vendor requests assistance.
