About this opportunity

The City of Olathe, Kansas, through Johnson County, is soliciting bids for project 3-C-025-18, a comprehensive building demolition and site restoration initiative near Santa Fe Street and I-35. The procurement involves demolishing multiple properties, including buildings at 189 S. Rogers Road, 1904 E Santa Fe Street, 1990 E Santa Fe Street, and multiple locations on Clairborne Road within the Townsquare Shopping Center. Extensive pre-demolition asbestos surveys have been conducted, identifying significant asbestos-containing materials requiring professional abatement before demolition, including floor tiles, mastics, roofing materials, and sealants. Contractors must handle utility disconnections, remove all above-ground structures, foundations, and infrastructure, and perform site restoration through precise grading and seeding using specific grass mixtures. An optional pre-bid meeting is scheduled for August 12, 2025, at 1:00 P.M., with all interested bidders required to sign a liability release form, and the proposal submission deadline is August 28, 2025.

The contract includes a Disadvantaged Business Enterprise (DBE) provision, though no specific DBE goal has been set for this project. Bidders must list all KDOT-Certified DBE subcontractors and provide detailed information about their participation. While no specific budget range is explicitly stated, the project appears to be structured as a lump-sum contract with payment through a "Building Demolition" bid item. Contractors must comply with International Building Code Chapter 33 requirements, handle all material disposal, and adhere to environmental regulations for contaminated material management. Substantial completion is defined as demolishing all buildings, clearing sites, and completing final grading, with potential daily penalties of $250 for non-compliance with safety requirements. The project requires comprehensive environmental compliance, utility coordination with multiple service providers, and adherence to federal, state, and local demolition and asbestos abatement regulations.
