About this file

This is a technical specification document for City of Olathe project SPC-7 3-C-025-18, detailing requirements for seeding and building demolition services. The project involves comprehensive demolition of existing structures including buildings, foundations, pavement, and miscellaneous infrastructure, followed by site restoration through seeding of disturbed areas. Seeding requirements specify Kentucky 31 Fescue and Rye Grass mixture applied at 435 pounds per acre using hydro-mulching methods. The contractor must obtain demolition permits, install six-foot temporary fencing around the construction area, disconnect utilities (electric, gas, sanitary), and handle proper disposal of all materials including contaminated liquids from a Valvoline Instant Oil Change facility.

The project operates under a lump-sum payment structure where demolition work is paid through the "Building Demolition" bid item with no separate payment for individual removal tasks. The contractor assumes ownership of all existing structures and contents upon Notice to Proceed and must handle all disposal responsibilities according to International Building Code Chapter 33 requirements. Substantial completion occurs when all buildings are demolished, sites cleared, and final grading completed. The document includes penalties of $250 per day for failure to install required safety fencing and emphasizes environmental compliance for contaminated material disposal according to City and State regulations.

Section 7200 of the Olathe Technical Specifications shall govern all items related to seeding EXCEPT the seed shall be applied at a rate of 435 pounds per acre (10 lbs. per 1,000 sq.ft.) and the seed mixture shall be as follows:

SEED TYPE APPLICATION RATE

Kentucky 31 Fescue 280 pounds per acre Rye Grass 155 pounds per acre

All seed shall be applied by using the Hyrdo-Mulching method.

18. SUBSTANTIAL COMPLETION

It shall be determined by the Engineer that the CONTRACTOR has the project substantially complete when all buildings have been demolished and the site has been cleared and final grading has occurred.

19. SCHEDULE OF REMOVALS

Description

The City assumes no responsibility for the actual condition of buildings or structures to be removed. All existing structures and their contents present on the date of the Notice to Proceed shall become the property of the Contractor, who shall be responsible for the proper removal and disposal thereof. All removal work on the site must be performed by the Contractor or his approved subcontractors. No other individuals or firms shall be permitted to access the site for the purpose of removing or salvaging materials. The contractor shall not be permitted to use the project site for the purposes of selling, showing, or auctioning of any salvaged materials from the property.

Construction Requirements

This work shall conform to Chapter 33 of the International Building Code, which covers demolition of buildings and structures, except as otherwise noted herein.

Items to be removed and responsibilities of the contractor include, but are not limited to, the following:

• Service utility connections shall be discontinued and capped as required by the City and/or the utility provider. Utility disconnect letters must be provided to the City and are required for approval of the demolition permit. Utilities requiring disconnection are anticipated to be electric, gas, and sanitary.

• Obtain demolition permit from the City prior to construction activities.

• Six-foot-tall temporary fencing must be installed and maintained, enclosing the entire construction area during demolition activities. Fencing must remain until all hazardous conditions are removed. Hazards include, but are not limited to, any and all construction debris and drop-off site conditions exceeding six inches in height. Failure to install fencing will result in an immediate stoppage of work at the contractor’s expense and a disincentive of

$250 per day until fencing is installed.
