About this opportunity

The City of Midland, Texas is soliciting bids on utility improvements at Golf Course Drive and Midkiff Road at Andrews Highway (Project PDU23-02), with bids due October 8, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting on September 30, 2026 at 4:00 p.m. in City Hall basement conference room. A local-vendor preference under Texas Local Government Code 271.9051 applies: if a Midland-based bidder submits a proposal within 5% of the lowest non-local bid, the City Council may award to the local bidder if it determines doing so provides the best combination of price and local economic development benefits.

The scope encompasses furnishing materials and labor for water infrastructure, storm drain systems, and paving at the intersection. Base bid work includes mobilization, erosion and sediment control, traffic control, demolition of existing water mains and storm drains, installation of 6-inch and 8-inch PVC water mains with gate valves and fire hydrants, reinforced concrete storm drain pipe (18 to 42 inches), fiberglass manholes and junction boxes, and asphalt paving and concrete approaches totaling approximately 9,960 square yards. Additive alternates expand water main, storm drain, and paving quantities. All work must comply with City of Midland standard specifications, OSHA requirements, and applicable Federal, State, and Local regulations. Contractors must hold active licensure equivalent to or higher than Water Operator D and either Wastewater D or Class 1 Collections licenses throughout the project.

Substantial completion is required within 120 calendar days of the Notice to Proceed, with work at Andrews Highway intersections with Midkiff Road and Golf Course Road completed first. All designated storm drain and water main improvements must be completed by March 1, 2027 to avoid conflicts with a planned TxDOT paving project. The contractor must furnish performance and payment bonds each equal to 100% of the total contract amount, maintain comprehensive insurance including $1 million Commercial General Liability and $250,000 Business Automobile Liability, and submit a 5% bid guaranty. Payment is made for materials installed on a unit-price basis with 5% retainage. Liquidated damages are $500 per day for delays. The contractor bears costs for all required testing and Procore project management software use. Questions are due October 2, 2026 at Noon. Bids may be submitted through the online portal at midlandtexas.bonfirehub.com, mail, or in person. No bid may be withdrawn within 60 days after opening.
