About this opportunity

Williamson County, Texas is conducting a Competitive Sealed Proposal solicitation (26RFCSP23) for Justice Complex Chiller Plant Upgrades pursuant to Texas Government Code Chapter 2269, Subchapter D. The procurement seeks qualified contractors to provide comprehensive chiller plant modernization services at the Justice Complex located at 405 Martin Luther King Jr. Street, Georgetown, Texas, including partial replacement and upgrades to two separate chilled water and hot water plants serving the facility. The scope of work encompasses new boilers, pumps, hydronic accessories, hydronic piping and valves, fans, variable frequency drives (VFDs), automatic logic control (ALC) modifications, plant lighting, testing and balancing, water treatment, and all required permits as a complete turnkey project with mechanical, electrical, and control system integration. Proposals will be evaluated on a 100-point graded scoring system comprised of three criteria: Proposal Requirements and Completeness of Proposal (5 points maximum), Company Experience of Similar Type and Size Projects including company performance with government agencies, site superintendent professional experience, and project manager professional experience (58 points maximum), and Pricing (37 points maximum). A mandatory pre-bid meeting and site walk is scheduled for March 12, 2026, at 9:00 a.m. at 100 Wilco Way, Georgetown, Texas 78626, with the mandatory site walk immediately following at the Justice Complex location; attendance at both events is required. Sealed proposals are due by Friday, March 27, 2026, at 3:00 p.m., with pricing submitted on the County-provided Pricing Sheet as a firm fixed price valid for 180 calendar days from the proposal deadline. The successful contractor must achieve Substantial Completion and Final Completion within the timeframe specified in the ensuing construction services agreement, subject to extensions for weather-related delays and other causes beyond the contractor's control.

The solicitation documents do not identify any specific set-aside designations or restrictions limiting participation to disadvantaged enterprises or particular organizational types; the procurement appears open to all qualified contractors meeting the mandatory minimum requirements. No incumbent vendors or current contractors are identified in the procurement documents. Contractors must demonstrate capability to meet detailed technical requirements specified in the 100% sealed specifications and construction documents, which establish equipment standards, installation methodologies, and system performance expectations for integration with the Justice Complex's existing building infrastructure and Building Management System. Contractors are required to maintain comprehensive insurance coverage including workers' compensation, general liability ($1,000,000 per occurrence, $2,000,000 aggregate), automobile liability ($1,000,000 per occurrence), builder's risk insurance equal to 100% of the contract price, and umbrella coverage of at least $5,000,000, along with performance and payment bonds equal to 100% of the contract value and a warranty bond equal to 10% of the contract value. A two-year warranty is required for all work under mechanical, electrical, and plumbing trades, and prevailing wage compliance pursuant to Texas Government Code Chapter 2258 is mandatory. Williamson County has allocated a budget of $580,000 for this project, and the Commissioners Court will provide final award approval following the Evaluation Committee's recommendation of the most responsible respondent whose proposal is deemed most advantageous to the County based on highest evaluation points.
