About this file
This is an Evaluation Criteria document for Williamson County, Texas, regarding the Justice Complex Chiller Plant Upgrade competitive sealed proposal solicitation. The document outlines the evaluation framework that a County-appointed Evaluation Committee will use to assess all proposals received and determine overall responsiveness and qualifications. Respondents are prohibited from contacting or lobbying members of the Evaluation Committee or other County officials during the evaluation process, with violations potentially resulting in proposal disqualification. Communications regarding the evaluation process must be directed to the Williamson County Purchasing Department.
The evaluation utilizes a 100-point graded scoring system composed of three primary criteria: Proposal Requirements and Completeness of Proposal (5 points maximum), Company Experience of Similar Type and Size Projects including company performance with government agencies, site superintendent professional experience, and project manager professional experience (58 points maximum), and Pricing (37 points maximum). All respondents must meet mandatory minimum requirements to be scored. Respondents meeting all requirements and deemed highest qualified may be invited for further evaluation through telephone or in-person interviews with the Evaluation Committee, during which they must address the evaluation criteria and respond to Committee questions. The Evaluation Committee may recommend award based solely on initial proposals or may refine scoring based on interview information and may request Best and Final Offers. The Committee will select the most responsible respondent whose proposal is deemed most advantageous to the County with the highest evaluation points, present its recommendation to Williamson County Commissioners Court for approval, and if negotiations are successful, the Successful Respondent will be recommended for final Commissioners Court approval and award.
