About this opportunity

The City of Tucson, located in Pima County, Arizona, is soliciting bids for the 22nd Street Revitalization Project, a comprehensive transportation infrastructure improvement initiative funded by the Federal Highway Administration (FHWA). The project involves reconstructing 22nd Street from Kino Parkway to Tucson Boulevard, which includes replacing the existing 4-lane bridge over Barraza-Aviation Parkway and Union Pacific Railroad with a new 6-lane facility featuring two separate 3-lane bridges and protected eight-foot multiuse paths. Key deliverables include cast-in-place retaining walls, asphaltic and Portland cement concrete paving, concrete curbs and sidewalks, drainage infrastructure, street lighting, landscaping, pavement markings, traffic signal improvements, and utility modifications for sewer and water systems. The project's primary objectives are to enhance safety, equity, and connectivity in the urban transportation network. The pre-bid meeting is scheduled for September 30, 2025, at 1:00 pm, with bids due on October 30, 2025, at 2:00 pm. Contractors must submit comprehensive documentation, including a bid schedule, offer and acceptance form, bid bond, and subcontractor listings, and must possess an appropriate Arizona Contractor's License.

The project has established an 8% aspirational goal for Disadvantaged Business Enterprise (DBE) participation through race and gender-neutral measures, requiring contractors to make good faith efforts to subcontract with certified DBE firms across various trade categories. Small Business Enterprise (SBE) program provisions apply to contracts valued at $100,000 or more, with specific guidelines for prime contractor participation, subcontractor involvement, and supplier engagement. Contractors must submit a Subcontractors List and Proposed SBE Plan with their bid, identifying SBE firms, their scope of work, and contract values. The project requires compliance with federal regulations, including Davis-Bacon wage requirements, equal employment opportunity standards, and Build America Buy America Act provisions mandating that all iron, steel, manufactured products, and construction materials be produced in the United States. While a precise award value is not explicitly stated, the comprehensive scope and technical complexity suggest the project will exceed $10,000,000. Liquidated damages of $9,430 per calendar day of delay are specified, and performance and payment bonds will be required. The City reserves the right to reject any bids and conduct investigations to establish bidder responsibility.
