About this file
This document is a special provisions file for the 22nd Street Revitalization Project, a transportation infrastructure improvement initiative involving the City of Tucson, Pima County, Arizona Department of Transportation (ADOT), and Union Pacific Railroad (UPRR). The project involves reconstructing 22nd Street from Kino Parkway to Tucson Boulevard, replacing an existing 4-lane bridge with a new 6-lane facility consisting of two 3-lane bridges and an eight-foot multiuse path. The comprehensive scope includes cast-in-place retaining walls, asphaltic and Portland cement concrete paving, concrete curb and gutter, drainage infrastructure, street lighting, landscaping, pavement marking, traffic signal improvements, and sewer and water system modifications. The contract duration is specified as 975 consecutive calendar days from the notice to proceed, with construction sequencing and expectations detailed in the document.
The project is federally funded, requiring adherence to Build America/Buy America materials provisions, FHWA 1273 provisions, and federal wage rate determinations. The estimated project cost is not explicitly stated, but the comprehensive nature of the improvements suggests a significant investment in transportation infrastructure. Funding appears to be through federal and local sources, with an emphasis on improving safety, equity, and connectivity. The project involves multiple technical specifications and standards, including those from ADOT, PAG Standard Specifications, and Tucson Water Standard Details. Bidders are required to submit detailed documentation, including personnel qualifications, construction schedules, and compliance with various environmental and technical requirements. The project also includes specific provisions for handling hazardous materials, cultural resources, and environmental considerations.

Federal Requirements:
This project contains federal funding therefore all requirements for federally funded projects shall be followed. This includes, but is not limited to, adherence to most recent Build America/Buy America materials provisions (Special Provision 106.17), adherence to FHWA 1273 Provisions (Attached), adherence to most recent, at time of contract execution, Federal Wage Rate Determination for the appropriate locality and scope of work (https://sam.gov/content/wage-determinations), and adherence to DBE program requirements as set forth in the contract documents.
Contractor Responsibilities:
For milling, pavement striping obliteration, bridge work, and culvert railing work.
• An approved contractor shall develop and implement a Lead-Based Paint Removal and Abatement Plan for the removal of the lead-based paint, Toxicity Characteristic Leaching Procedure testing of the generated waste stream, and proper disposal of the waste stream derived from the removal of the pavement striping, paint on culvert railing, and existing bridge structure within the project limits. Lead discovered on existing project facilities is outlined in the attached test report. The contractor shall select a lead abatement contractor that meets the qualification requirements specified in the special provisions and as approved by the Engineer. The contractor shall follow all applicable federal, state, and local codes and regulations, including Arizona Department of Transportation Standard Specifications for Road and Bridge Construction (2008 Edition), related to the treatment and handling of lead-based paint.
• The contractor shall submit a Lead-Based Paint Removal and Abatement Plan for the removal of the pavement striping, existing bridge demolition, culvert railing within the project limits to the Engineer and the Arizona Department of Transportation Environmental Planning hazardous materials coordinator (602.920.3882 or 602.712.7767) for review and approval at least 10 (ten) working days prior to milling, pavement marking obliteration, bridge demolition work, or culvert railing work.
• No milling, pavement marking obliteration, bridge demolition work, or culvert railing work shall occur until the Lead-Based Paint Removal and Abatement Plan is approved by the Arizona Department of Transportation Environmental Planning hazardous materials coordinator and implemented.
• Visible fugitive dust emissions from paint removal shall be controlled through wet or dry (e.g., vacuum) means during the removal process. If the liquid waste stream generated by a water-blasting obliteration method passes the Toxicity Characteristic Leaching Process analysis, it may be used as a dust palliative or for compaction on the project. If the water is not used on the project, it shall be properly disposed of in accordance with all applicable federal, state, and local regulations.
• Paint containing lead was found in the pavement striping, existing bridge superstructure, and bridge rails;
therefore, the contractor shall notify its employees prior to any disturbance where lead is present in the paint below the 0.5 percent US Department of Housing and Urban Development/US Environmental Protection Agency action levels but above the US Department of Labor Occupational Safety and Health Administration detection level. As part of the notification, the contractor shall make the US Department of Labor Occupational Safety and Health Administration publication number 3142-12R 2004 Lead in Construction (http://www.osha.gov/Publications/ osha3142.pdf) available to workers.
http://www.blm.gov/wo/st/en/prog/more/veg_eis.html
• For milling activities, the roadway surface preceding the milling machine shall be kept sufficiently wet so as to prevent the generation of any visible fugitive dust particles but not so wet as to cause excess runoff from the roadway surface onto the roadway shoulder.
• The contractor shall complete a National Emission Standards for Hazardous Air Pollutants notification for work associated with bridge demolition and submit it to the Engineer for review.
• After Engineer approval, the notification shall be submitted to the Arizona Department of Transportation Environmental Planning hazardous materials coordinator (602.920.3882 or 602.712.7767) for a 5 (five)-working-day review and approval. Upon approval by the Arizona Department of Transportation Environmental Planning hazardous materials coordinator, the contractor shall file the notification with the Pima County Department of Environmental Quality at least 10 (ten) working days prior to demolition associated with the bridge.
• The contractor cannot start work associated with demolition of the bridge until 10 (ten) working days have passed since the submittal of the National Emission Standards for Hazardous Air Pollutants notification to the regulatory agency.
• If suspected hazardous materials are encountered during construction, work shall cease at that location and the Engineer shall be notified immediately to make arrangements for proper treatment or disposal of those materials.
• If vegetation clearing will occur during the migratory bird breeding season (March 1 to August 31), the contractor shall avoid any active bird nests. If active nests cannot be avoided, the contractor shall notify the Engineer to evaluate the situation. During the nonbreeding season (September 1 to February 28), vegetation removal is not subject to this restriction.
• To prevent the introduction of invasive species seeds, the contractor shall inspect all earthmoving and hauling equipment at the storage facility. All vehicles and equipment shall be washed and free of all attached plant/vegetation and soil/mud debris prior to entering the construction site.
• To prevent invasive species seeds from leaving the site, the contractor shall inspect all construction equipment and remove all attached plant/vegetation and soil/mud debris prior to leaving the construction site.
• If previously unidentified cultural resources are encountered during activity related to the construction of the project, the contractor shall stop work immediately at that location and shall take all reasonable steps to secure the preservation of those resources. The Engineer will immediately make arrangements for the proper treatment of those resources.
• The contractor shall notify owners of adjacent properties regarding construction timing and driveway restrictions a minimum of 14 (fourteen) calendar days prior to construction.
• The contractor shall post signs at bus stop locations within the project limits a minimum of 14 (fourteen) calendar days prior to construction to inform transit riders of the temporary relocations of the bus stops.
