This is an informational solicitation only; no contract will be awarded as a result.

OIAA seeks information from USGS ShakeAlert EEW System Technical Partners regarding solutions that enhance warning capabilities for passengers and employees and support automated protective actions before earthquake shaking begins. Respondents must hold Technical Partner certification at the time of submission and provide documentation of relevant EEW implementation experience.

Potential solutions may include public and employee notification through PA and intercom systems, alarms, speakers, ADA-accessible message boards, two-way radios, VoIP, visible and audible alerts, and other situational awareness technologies. OIAA is also interested in solutions capable of initiating automated protective actions involving airport facilities, equipment, utilities, access points, elevators, escalators, gates, electrical systems, and other critical infrastructure.

Responses must address system capabilities, scalability, accessibility, prior successful applications, implementation and installation requirements, anticipated timelines, system integration, training, monitoring and testing, operations and maintenance, and estimated initial and ongoing costs. Respondents should also identify innovative technologies, capabilities, and industry best practices for OIAA to consider. Responses are limited to 25 pages plus supporting documentation and must be submitted electronically through the OpenGov platform.

Responses must include general budgetary cost estimates covering equipment, hardware, software, licensing, subscriptions, installation, integration, configuration, training, testing, maintenance, and technical support, though formal quotes are not required. Respondents must also address their firm's approach to supporting small businesses and the local community, including mentor programs, local hiring, and community engagement opportunities.
