Place of performance is Building 1, Basement at 2615 E. Clinton Ave., Fresno, CA 93703. The project encompasses approximately 4,000 square feet of patient kitchen space and requires complete replacement of existing ceiling grid, suspension components, and tiles. The kitchen must remain operational from 4:00 a.m. to 7:00 p.m. daily; phasing is subject to VA collaboration with the contractor. The contractor must salvage and reinstall existing lighting and fire sprinkler heads, furnish temporary power per NFPA 70, and comply with VHA ICRA-1.3 (December 2024) standards with negative air routed through the back exit. Material specifications include vinyl-faced mineral fiber lay-in ceiling panels with minimum weight of 1 lb/sq ft and heavy-duty galvanized steel suspension systems. A solid PVC/vinyl lay-in panel is acceptable as "or equal" exclusively in the Kitchen Dish Washing Area. Project magnitude is between $100,000 and $250,000. For proposals exceeding $150,000, a bid bond (minimum 20 percent of bid price, maximum $3,000,000) is required at submission; performance and payment bonds (100 percent of contract price) are due within 10 days of award. Proposals under $150,000 do not require bonds at submission. Prevailing wage determination CA20260018 (05-18-2026) applies. NAICS code is 236220, Commercial and Institutional Building Construction. PSC code is Z2DA. Pre-proposal site visits were held June 15 and June 18, 2026. Submission requires completed SF 1442 price proposal, price breakdown worksheet, bid guarantee copy, and signed VAAR Clause 852.219-75 certification. SDVOSB status must be verified in SAM.gov and SBA Small Business Search prior to award.
