About this file
This is an amendment to a solicitation for construction services at a Department of Veterans Affairs facility. The project involves the replacement of the ceiling kitchen area located in Building 1, Basement at the VA Medical Center in Fresno, California, under Project #570-26-228. The solicitation is being issued by the Veterans Health Administration, Veterans Integrated Service Network 21 (VISN 21).
The amendment makes several procedural corrections and extensions to the original solicitation timeline. Specifically, it corrects the previously posted time for the first pre-proposal site visit scheduled for Monday, June 15, 2026, adds a second pre-proposal site visit opportunity for contractors, extends the deadline for submitting Requests for Information (RFIs), and extends the overall proposal submission due date. All other terms and conditions of the original solicitation remain unchanged and in full force and effect. Interested contractors should reference the amendment for the updated dates and times for site visits and submission deadlines.

1. EVALUATION CRITERIA
a) This acquisition is a total set-aside for qualified SDVOSB firms. The basis for award is price only. One (1) firm-fixed price construction contract will be awarded to a qualified SDVOSB offeror with the lowest priced proposal as a response to this solicitation.
b) Prior to evaluation of any offer received, a recertification/verification of the U.S. SBA Small Business Search website https://search.certifications.sba.gov/ and the System for Award Management (SAM) https://sam.gov/ will be completed to ensure every offeror is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) and a small business under the NAICS code 236220 Commercial and Institutional Building Construction.
