About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20, is conducting market research for the replacement of roofing systems on four buildings (Buildings 1, 2, 3, and 31) at Mann-Grandstaff VA Medical Center in Spokane, Washington. The procurement encompasses removal of existing roofing, asbestos abatement where applicable, and installation of new roofing systems including built-up roofing, single-ply membrane roofing, elastomeric roofing, and TPO roofing membranes, along with metal coping and fall protection systems. Interested contractors must demonstrate capability in the roofing contractor field (NAICS 238160) and comply with extensive safety, quality control, environmental protection, and documentation requirements outlined in the draft specifications and statement of work. Evaluation of contractor qualifications will be based on responses to the Sources Sought Contractor Information Form, including business type designation, bonding capacity, office locations, and past performance data limited to three roofing projects completed within the past five years. Responses must be submitted by email to Contract Specialist Michael Conway at michael.conway5@va.gov by April 10, 2026, at 4:00 PM Pacific Time. This is a market research effort only, and no contract will be awarded from this notice; however, responses may shape the government's acquisition strategy for a subsequent formal solicitation.
No set-aside designations have been applied to this procurement, though the government welcomes responses from small businesses, 8(a) firms, HUBZone businesses, Small Disadvantaged Businesses, Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, and Women Owned Small Businesses. There are no identified incumbent contractors for this market research phase. The estimated project magnitude ranges from $2,000,000 to $5,000,000, with the small business size standard set at $19 million in annual revenue. The project timeline requires completion within 180 calendar days from contract award, with contractors required to provide bonding documentation and demonstrate sufficient bonding capacity to support a project of this magnitude. Hazardous materials surveys have been completed for all four buildings, with Building 1 containing 4,986 square feet of non-friable asbestos-containing built-up roofing material, Building 3 containing approximately 30 linear feet of asbestos-containing parapet flashing sealant, Building 2 containing asbestos below the 1% regulatory threshold, and Building 31 testing negative for asbestos contamination. Contractors must establish a secured File Transfer Protocol site for electronic submittals and deliver as-built drawings and operation and maintenance manuals within 30 days of substantial completion.
