About this file
This is a Draft Statement of Work (SOW) for construction services related to roofing system replacement at Mann-Grandstaff VA Medical Center in Spokane, Washington. The project (668-24-103) requires the contractor to replace aged roofing systems in Buildings 1, 2, 3, and 31 with a total performance period of 180 calendar days. The scope encompasses labor, materials, tools, equipment, transportation, supervision, and all services necessary to complete the work in accordance with project drawings and specifications. The contractor must review Hazmat survey reports to identify areas requiring abatement. Work must comply with project specifications and drawings, with this SOW taking precedence in case of conflicts.
Key contractual requirements include: the contractor must establish a secured File Transfer Protocol (FTP) site for all electronic submittals, as VA email servers limit files to 5MB per message; deliver as-built drawings and operation and maintenance (O&M) manuals in hard copy 3-ring binders no later than 30 days after substantial completion; coordinate laydown areas with the Contracting Officer (COR) during pre-construction submittal; conduct assessments to determine existing conditions prior to work inception; and provide all equipment and supplies, as no Government-Furnished Equipment will be available. The SOW references attached project drawings, project specifications, and four Hazmat Survey Reports (668-24-103 HAZ B1, B2, B3, and B31) that address hazardous materials in each building.
