About this file

This is a specification document and project manual for the VA Hudson Valley Health Care System's renovation of Building 14AB at Montrose VAMC (Project #620-20-105) to create a homeless residential program facility. The project encompasses renovation of 16,950 square feet on the first floor to provide temporary living accommodations for homeless veterans, with the ground floor remaining as occupied office space and limited work on the second floor and attic for mechanical systems.

The contractor must provide comprehensive construction services including general construction, demolition, mechanical, electrical, plumbing, and fire protection work across multiple building levels and the pipe basement. The scope includes HVAC systems that must integrate with the existing Engineering Control Center, new fire protection systems, reconfigured plumbing with new fixtures, site work including concrete walkways and landscaping, and full commissioning of all new and impacted existing systems. The project requires a dedicated superintendent with no hands-on construction duties, a separate Site Safety and Health Officer, and a CQC System Manager, all reporting daily to the Contracting Officer. Work is projected for 580 calendar days and includes mandatory night and weekend work for certain activities (noisy demolition, building entrances, utility work) at no additional cost to the government. The contractor must employ a third-party inspection consultant, submit a comprehensive project schedule, use Autodesk Build for all submittals and documentation, provide an Infection Control Plan, complete OSHA compliance documentation, and work in accordance with ASHE Construction in Healthcare Facility standards. The specifications detail 48 divisions of work with specific product substitutions permitted if intent and federal/VA standards are met, and include detailed commissioning requirements managed by a third-party Commissioning Agent with contractor-appointed Commissioning Manager coordination.
