About this file
This is a federal procurement form that serves as a certification template for the Buy American Act compliance requirements. The form, issued in October 2022, requires offerors to certify the domestic or foreign origin of end products being supplied under a federal contract.
The primary certification requirement mandates that offerors declare each end product as either domestic or foreign, with domestic products defined as those meeting specified domestic content thresholds. Offerors must separately identify any foreign end products manufactured in the United States that fail to qualify as domestic products and, except for COTS items, indicate whether these products exceed 55 percent domestic content. Additionally, offerors must identify by line item number any domestic end products that contain a critical component, as defined in FAR 25.105. The form provides designated spaces for listing foreign end products with their country of origin and for identifying domestic products containing critical components. Government evaluation of offers will follow the policies and procedures outlined in FAR Part 25, which governs foreign acquisition restrictions and domestic content requirements.
