About this file
This is a Questions and Answers (Q&A) document for a federal construction solicitation involving Building 14 renovation at Montrose VA facility, consisting of two concurrent phases (AB and CD) representing the first and second floors respectively.
The solicitation will be awarded to a single general contractor for both phases, with separate bid line items and base bid totals as posted. Key contractual terms include: one consolidated set of General Requirements applying to combined work with one CPM schedule, project management structure, Quality Control Plan, Site Safety and Health Plan, and submittal/RFI process; separate schedules of values and invoicing for accurate tracking; shared supervision, management, temporary facilities, safety/QC personnel, equipment, and logistics between phases; and simultaneous mobilization for asbestos abatement, MEP systems, and overlapping work. The VA does not reserve the right to award only AB or CD individually or to separate contractors. Construction work on upper floors may proceed during normal hours (8:00 AM–4:30 PM, Monday–Friday), while ground floor ceiling work may require after-hours performance. The project includes full gut renovation incorporating new electrical, plumbing, steam, sprinkler, and fire alarm systems; asbestos and hazardous materials abatement; HVAC and chilled water systems; communications infrastructure; fire detection and alarm systems; video surveillance (Avigilon cameras and NVR per VA standards); card access (Johnson Controls C-Cure); nurse call (Baxter Voalte); and comprehensive interior finishes. Specific products called out include Corbin Russwin ML2000 series mortise locksets (sole source justified for security/maintenance), Stonhard flooring (alternatives acceptable with VA interior design approval), Notifier Non-Proprietary Addressable fire alarm system, and various other specified manufacturers and standards. The project requires BIM coordination drawings per Section 01 33 23, contractor-provided CPIH/CIH services for asbestos operations, and compliance with prevailing wage rates and OSHA requirements. Multiple addenda have been issued addressing specification reconciliation, equipment schedules, drawing corrections, and technical clarifications across mechanical, electrical, architectural, and communications disciplines.

Question Official Response
During our review of the door hardware 08 71 00 specification for this project, we found that the Corbin Russwin ML2000 series mortise locksets were called out with no substitutions permitted. Can you verify that this will hold true should a supplier recommend an equal that meets the ANSI standard? Locksets are to match station standard lockset to ensure ease of maintenance and security protocols. Sole Source is justified for security and safety.
Locksets are to match station standard lockset to ensure ease of maintenance and security protocols. Sole Source is justified for security and safety.
General Requirements / Division 01: Both projects contain separate General Requirements. If AB and CD are awarded together and constructed concurrently, please confirm that one consolidated set of General Requirements will apply to the combined work, including one CPM schedule, project management structure, Quality Control Plan, Site Safety and Health Plan, submittal/RFI process, project meetings/reporting, mobilization/site establishment, and closeout process. If duplicate compliance is required, these costs would need to be included separately in each project.
It is VA’s position that AB and CD will be awarded to one General Contractor and constructed concurrently. Base bid line items 1 and 2, and base bid total, shall remain as posted in the solicitation.
One consolidated set of General Requirements will apply to the combined work. This includes one CPM schedule, project management structure, Quality Control Plan, Site Safety and Health Plan, submittal/RFI process, project meetings/reporting, mobilization/site establishment, and closeout process. The only exception shall be regarding separate schedules of values and invoicing. These projects will have separate purchase order numbers and so individual schedules of values will be necessary to facilitate accurate invoicing of work accomplished. Also, submittals/RFI’s will need to simply reference which project they pertain to in their title for tracking any possible contract modifications, which would also be tied to the separate purchase orders.
Supervision, management, temporary facilities, safety/QC personnel, equipment, dumpsters, temporary utilities, logistics, and similar project-wide costs may be shared between AB and CD rather than duplicated. This does not excuse the contractor from providing separate full time personnel to perform the superintendent, safety, and quality control roles.
Temporary connections shall be as needed to facilitate permanent work to be performed within the scope of the subject projects.
It is VA’s intent that the work to be performed on these two projects shall occur simultaneously. One mobilization for asbestos abatement, one for MEP systems, and any other work overlap between the two projects.
General Conditions: Please confirm that supervision, management, temporary facilities, safety/QC personnel, equipment, dumpsters, temporary utilities, logistics, and similar project-wide costs may be shared between AB and CD rather than duplicated.

Temporary Work: The documents identify temporary connections, equipment, fire protection, utilities, and other temporary systems that may have been required because AB and CD were originally contemplated as separate phases.
Where concurrent construction allows the permanent system to be installed instead, please confirm that the temporary installation may be omitted. Please also identify any temporary work shown in the AB/CD documents that is specifically required for future work outside the current AB/CD projects, as that temporary work would remain required.
It is VA’s position that AB and CD will be awarded to one General Contractor and constructed concurrently. The Government does NOT reserve the right to award only AB or CD. Base bid line items 1 and 2, and base bid total, shall remain as posted in the solicitation.

Extension request to be determined by the contracting office.
Overlapping Scope: Fire protection, asbestos/abatement, MEP systems, existing/legacy conditions, and other work overlap between the two projects. Concurrent construction allows much of this work to be coordinated and performed as one operation, whereas separate awards would materially change phasing, temporary work, mobilization, subcontractor pricing, and allocation of responsibility.

Please confirm the intended basis of bid:
1. AB and CD will be awarded together to one prime contractor and constructed concurrently; or
2. The Government reserves the option to award only AB or CD; or
3. The Government reserves the option to award AB and CD to separate prime contractors.
If both projects are intended to be awarded together to one prime contractor and constructed concurrently, NCC respectfully requests that the Government consider allowing one lump-sum bid for the combined AB/CD work, as this would more accurately reflect the actual construction approach and eliminate arbitrary allocation of shared and overlapping costs.
Extension Request Due to the extent of the overlapping scope, the coordination required between the two sets of contract documents, and the impact these clarifications will have on subcontractor pricing, NCC respectfully requests an extension of both the RFI deadline and bid due date. The RFI deadline should allow sufficient time for continued document review, with the bid date extended accordingly to provide bidders and subcontractors adequate time to incorporate the Government's responses into their final proposals.

7 Could you clarify whether substitutions for Stonhard will be considered? Yes, Alternatives to Stonehard can be substituted. Substituted product must meet all specification requirements and be approved by the VA interior design & shops.
1 Division 25 & Subcontractor Requirements:
• The current specification states that the Direct Digital Controls (DDC) Contractor and System Integrator must be two separate direct subcontractors to the General Contractor. However, Specification Division 25 (Integrated Automation) is currently blank.
• Question 1a: Please provide the complete Division 25 specification section.
• Question 1b: Please confirm if a single qualified, vendor-agnostic contractor capable of fulfilling both the DDC and System Integration scope will be accepted.
Division 25 is not applicable to the project scope. Controls integrator/DDC may be a single person, provided qualifications are met for both roles.
2 Existing Campus BAS Infrastructure:
• Question 2: Please identify the incumbent Building Automation System (BAS) provider and platform currently operating on campus.
No vendor is provided for the campus. Niagra BacNET protocol.
3 Engineering Control Center (ECC) Location:
• Question 3: Please clarify if the contract scope includes supplying a new Engineering Control Center (ECC) inside Building 14, or if the system is intended to tie into an existing campus ECC. If tying into an existing system, please confirm its current location and network connection requirements.
No vendor is provided for the campus. Niagra BacNET protocol. A single shared ECC for the building should be provided, and will be tied in to the existing server system.
11 1.AHU schedule for AB & CD both call for QTY 2 for 14-A-AH01 & 2 for 14-A-AH02. Drawings only show one AHU for AB and one AHU for CD, confirm QTY should be 1 for each. Quantity (2) refers to the number of supply fans in each unit, NOT complete AHU units.
12 2.Temp HHW Heaters on MP103? Schedule indicates [1], MP103 shows [8]; when are these intended to be installed in relation to the CD scope of work?
Provide sufficent quantity temporary units to maintain space temperature above 50 degress at all times for the entire area. Basis of design shows (8) minimum required. Schedule is for a typical unit at each location.
13 3.For the crane location for chillers' picks; can we use the dock between B13 & B14?
Significant coordination will need to be done in advance with the COR and the Fire Department of the VAMC. They will need to run hoses temporarily to allow for remote access to the FDC's for Buildings 13 and 14 while they are blocked by the crane and chiller equipment. But yes, the Fire Department is willing to work with us to schedule this pick so that the dock between buildings 13 and 14 can be utilized.
14 4.Please provide details for equipment connections: AHUs / Pumps / Temp Heaters / FCUs / Heat Exchangers / Radiant Panels / FTR.
14CD ASI-01 Sheet M-503 now has two additional details. Detail 7: Preheat Coil (Hot Water) Piping Connections and detail 8: Air Handling Unit Coils - Piping Connections. These details, like all mechanical details, apply similarly across 14AB and 14CD documents.
15 5.Fin Tube Radiator 1 & 2 for stairwells are not shown on equipment schedule. See updated Fin Tube Radiator Schedule included with addendum 1.
16 6.M-003 calls for a 160 gal RO Tank; CGS note 3 calls for a 200 gal storage tank. Please confirm which is actually required. Provide 200 gallon tank. See Addendum 1.
17 7.Are there any differences between the AB and CD specification packages? Specification package is identical except for headers / titlepage.
18 8.Clarify CHW Thermacor/Ferro Therm requirement on M-002. Thermacor "Ferro Therm" is a basis of design for the required CHWP extruded HDPE jacket with minimum 140-mil thickness.
19 9.Clarify F4 on MP402 vs F4 on MP401. MP402 shows unscheduled equipment (CRU/HX3/HX4) as Phase 1. Are these items to be provided and installed on the AB project?
The CRU, 14-B-HX03, and 14-B-HX04 shown on 620-20-105 Sheet MP402 are existing pieces of equipment (a condensate return unit and the building's future DHW heat exchangers) which are installed and commissioned.
These pieces of equipment will need to be re-commissioned to work with the new work being installed on this solicitation. This equipment will connect to this solicitation's new work.
20 10.MP100 shows a large number of condensate lines being run in the crawlspace, tagged with Note 1. Please confirm these should be tagged with Note 2 instead. MP100 updated with Addendum 1 to show Note 2.
21 11.MP101 calls for all AB FCUs to drain through the occupied ground floor. When will this work need to be performed -after hours, weekend, or will areas be made available during standard working hours? Contractor shall perform all work in occupied areas after-hours or weekends.
12.What is the purpose of MP103 temp heat? The plans show it fed from the new HHW risers, meaning heat won't be available until the new basement mechanicals are installed, but CD should be entirely demo'd and mostly installed by then. This seems more geared toward a much longer period between AB completion and the start of CD.
Once the space is handed over to the contractor, contractor becomes liable for maintaining minimum temperatures within the building. Contractor is also demolishing all existing radiators within the two floors. Temp heat is therefore required. Temp heaters shall run on heating hot water. Temporary electric heat is not permitted. Phasing of this work shall be scheduled and developed by the contractor. Recommend installing and starting up HHW Hx's at beginning of project to supply temporary HHW to temp heaters.
23 13.Why is MP104 not to scale? Scale of 1/8" = 1' - 0" is now indicated correctly. See Addendum 1.
24 14.Are the steam condensate tie-ins to the primary storm drain in the crawlspace to be installed by the HVAC contractor or the Plumbing contractor?
In no case is steam condensate permitted to tie in to storm drains. Steam condensate shall dump to sanitary drains in all instances. General contractor is responsible for coordinating scope among all subcontractors.
25 15.On MP401-F4 there is a 1" High Pressure Steam pipe connecting to the 4" main and running between the new HW pumps and toward exhaust fan B-EF01, where it ends. What is this line supposed to serve? Drawing corrected to remove this line. It was previously demolished.
26 16.Are the steam trap schedules on M-003 (AB) and M-002 (CD) exhaustive lists? In B13, both HHW heat exchangers and all steam condensate drains and end-of-run legs had steam traps. See updated Steam Trap schedule with Addendum 1.
17.Plumbing Insulation Spec 22 07 11, page 13, section 3.4 - the chart does not mention cold water piping. What thickness and material is to be used? Also, the Domestic HW supply and return chart appears to use HVAC thicknesses (1-1/2" thick up to 1-1/4" pipe, 2" thick for 1-1/2" pipe) - is this intended?
Domestic Cold Water Piping shall have the same requirements as Domestic Hot Water. See updated specification 22 07 11 in Addendum 1.
28 18.HVAC Insulation Spec 23 07 11, page 15, section 3.4 - the chart specifies mineral fiber for HW. Would mineral fiber be acceptable for CHW as well?
Domestic Cold Water Piping shall have the same requirements as Domestic Hot Water. See updated specification 22 07 11 in Addendum 1.
19.The 4" CHWR leg between AH01 and the riser doesn't seem to make sense. Please confirm this can be removed, with the bypass instead located between the CHWS and pump outlet CHWR. Confirmed.
30 Verify the 300A breaker in B14-EDP is existing. Provide breaker spec if new breaker is required. Confirmed.

34 Please verify which side of CH-14-1 and CH-14-2 the 800A connection is on. Closer to building or away from building on drawing EP101.
The drawings are diagrammatic in nature and do not show this level of detail. Final placement as items such as chiller electrical connections shall be coordinated by the Contractor based on equipment submitted and field verified equipment layout.
35 Drawing EY100 – Verify that the entire runs of outside fiber are run in existing conduits. Yes, entire runs of outside fiber are in existing conduit.
36 Drawing EY100 – Verify that there is no demo of fiber cable. Existing fiber will be demolished.
37 Drawing EY100 – Please verify the fiber cabling and conduit or cable tray requirements in Building 03. A plan drawing for Building 03 would be helpful. For bid purposes, plan for 100ft of conduit and cabling within the building. Cable remains OM4 for the whole run.
38 Please verify if we are to follow door hardware per drawing A-601 or per EY drawings. Specifically, regarding card reader locations.
See updated sheet A-601 and Spec 08 71 00. Intent is that all resident rooms have card readers. RTEs are required for card reader locations so that the security system doesn't read a forced entry every time the resident leaves their room. If there is a discrepancy between specs and drawings, the more expensive option shall prevail. Bring any discrepancies between the specs and the drawings to the COR immediately.
39 Please provide lighting specification for Type “F” in room 201 on drawing EL102B. Fixtures in room 201 shall be type "D".
40 Drawing EL104 – Please provide EM circuit for night lights in the attic if required. Utilize panel B14-LS1, circuit 18 for EM lighting in attic.

61 During the walk through we noticed that the floor to deck height varies. Please advise what are the deck heights in the project area?
See building sections on A300 Series for available information from existing buiding drawings. There are various downturned beams which do vary in height throughout both floors of the building.
62 Please specify the height of the arches where construc on vehicles will pass through to reach the staging area.
The first head house is 16’Wx14’H. The second head house is 10’Wx13’-6”H. The approaching grade may vary on either side.
63 Please advise what is the locaton of the staging area? See sheet CS101 both packages.
At the rear of the project building there is an elevated ductwork system which is located above the ground (please see the atached photo) will the construction vehicles be allowed to pass underneath this ductwork system?
Clearance varies and is generally around 14' from grade. In the past, contractors have dug down to get heavy machinery underneath the raised duct bank. We have generally not had any issues with access from this.
65 Please confirm VA will hire a third party to perform all the work of air monitoring for the asbestos abatement work and contractor is not responsible.
See 02 82 11 2.2 A-C for defitions of work to be provided by CPIH (contractor provided Industrial Hygenist and VPIH VA Provided Industrial Hygenist. Monitoring is responsibilty of the General Contractor. The VA's VPIH is for quality assurance only.
66 Please advise if a temporary constructon hoist will be allowed at the exterior face of the building to hoist and lower the constructon material and equipment.
Subject to project needs and all VHA construction specification and guidelines, OSHA requirements, and coordination with the COR, VA would entertain a temporary construction hoist. Note, a location for temporary scaffolding has been identified. See notes on AS100 (note 11), and A200's (notes4&5)- VA has identified the central leg on the west side (back courtyard) as the location to access the attic for equipment loading.
There is a spec secton for lead-based paint removal and disposal but no work is shown on drawings. Please confirm safe-lead work practces apply to this work and lead-paint abatement is not required.
Areas of lead-containing paint have been identified on the H sheets. See red dashed line in legend. And are included in the Hazardous Materials Survey Report included with the specifications. Osha regulations apply to all lead-containing paint work.
68 There is a spec secton for concrete rehabilita on. Please specify the scope of the work for this work and identfy on project drawings.
Refer to notes 14-22 on AD102 package AB and AD102 package CD. See Unit pricing requirements at General Requirements 01 00 00 section 1.3 L for unit pricing requrements for cracked and delaminated concrete.
This project consists of full gut renovaton of 1st and 2nd floors of the building. The bid form states to provide price for Item 1 for Floor AB and Item 2 for Floor CD. Please confirm that floor AB is the entre 1st floor level and floor CD is entre 2nd floor level. But based on the below key plan it is confusing and con flictng OR does each item include two ( 2 ) half floors. Then what about the middle area? It falls under which bid item? It will be easy if the entre one floor i.e. say 2nd floor has to be priced in bid Item 1 and then the 3rd floor should be priced in bid item II.
First floor = AB, Second Floor = CD These are designations by the VA and are not related to the Areas in the Keyplan - Keyplan is for division of sheets into areas fitting onto 30x42 sheets only.
70 Drawings are conflicting, please clarify whether the entire attic space is getting new sprinkler system or just the right side.
Attic is to be fully sprinkled in Package AB. Sprinkler scope will be removed from Package CD. Note that (2) zone control valves and pre-action pumps will be required to be replaced in order to accomplish this. The attic system is a dry pipe system with 2 risers, one at each existing stairwell location.
71 What is the required transition to the existing floor? Refer to detail B5/IN502.
72 Can materials of the same height be butted up to each other under the doorways? Refer to detail B3/IN501.
73 Is a double skim coat acceptable as standard preparation, or is self-leveling required? If self-leveling is required, to what thickness?
Review specification section 09 05 16 2.3.C. This requires self level, with a range of thickness from feathered edge to 1" depending on coordination with architectural drawings. Greater than 1" requires minimum 3/8" aggregate and coordiantion with mfr.
74 Will T3 Reno Schluters only go at the exits to the existing floor? Schluter (or similar) Reno-U will be utilized at all existing flooring to new. Refer to detail on B5/IN502. Location of this transition can be found on the finish plans in both packages.
75 Please extend the bid date by three more weeks to October first week as our subs and vendors needs more time to review the approx. 5,000 pages of drawings and specs. This item will be addressed by the contracting office in their execution of the solicitation package.
76 Where discrepancies exist between the finish hatch and the Room Finish Schedule (e.g., Room 261), shall we use Room Finish Schedule as the basis for the takeoff. Please confirm.
Yes using the room finish schedule is acceptable if hatching is off. Hatching has been updated on Pkg 2 room 261 to be LVT-2
77 Layout: A staggered random layout and specific tile starting points have been assumed for all areas. Please confirm if this is acceptable.
Refer to the finish legend for LVT requirements. INSTALLATION MUST COMPLY WITH THE SPECIFICATIONS.
TILES MUST BE BLENDED FROM A MINIMUM OF TWO CONTAINERS TO ENSURE CONSISTENT VARIATION.
DRY LAY A REPRESENTATIVE ROOM LAYOUT FOR VA COR REVIEW AND APPROVAL PRIOR TO
PROCEEDING WITH FULL INSTALLATION.
The Project Manual names a third Building 14 project, 620-23-221 Bldg. 14 Infrastructure, which is not described anywhere in this solicitation, and binds a live infection-control permit issued to another contractor covering the first and second floors through 1 May 2027 - please (a) identify project 620-23-221 and its status, (b) confirm whether that contractor is still on site, and (c) state what scope will be complete before this contract's Notice to Proceed. please refer to AB-SPEC p.511 (SOP 138-22HV Attachment D.
The referenced project is package 1. It precedes packages 2 (AB) and 3 (CD).
Are there new exterior stair towers to be constructed under this project? Please identify on the drawings the location and count. Sheet GI103 makes the new exterior stairs the sole construction access to both floors. Please clarify in detail.
Stair towers have been constructed under a separate contract and will be available as access during AB and CD construction projects.
Drawing H-101 requires PCB testing at existing electrical equipment and plots PCB bulk and wipe sample locations, while the Issued for Construction hazardous sheets contain no PCB scope at all - please confirm whether PCB testing, removal and disposal are in this contract and provide the quantities.
Per the Hazardous Materials Survey report included with the specifications PCB's were NOT found in Window caulk, Mortar, Electrical equipment or Ballasts. (pages 13-15 of report). Therefore no PCB removal is called out on drawings. We are not finding the referred to notes calling for PCB testing on either drawing set.
Sheet H-101 states no asbestos was identfied in masonry window caulk, while sheet H-103 in the 14CD set quantfies 228 linear feet of window caulking containing ACM and requires it abated - please con firm whether window caulking is asbestos-containing, since every window is being replaced.
Per the Hazardous Materials Survey report included with the specifications asbestos was found in Window caulk (page 10 of report). Therefore abatement of window caulk is called out in the H sheets.
The two Issued for Constructon sheets covering the second floor disagree on transite -the 14AB sheet shows 1,180 SF to be abated and the 14CD sheet shows 0 SF on the basis it was abated previously -please confirm whether second-floor transite is to be abated and by which contract. AB-DWG1 p.16 (H-103) QUANTITIES - HAZARDOUS MATERIALS against CD-DWG1 p.13 (H-103) QUANTITIES - ACM MATERIALS.
All Transite panels are to be abated in Package AB when the radiators and piping are removed. Therefore no transite panels left to be abated during the second floor renovation in Package CD.
The steam fittng counts on sheet HC101 are printed as the character # rather than numbers for the 1 inch, 1-1/4 inch and 1-1/2 inch diameters - please provide the fittng counts for those three sizes.
Count of individual fittings is not available. Total assumed fittings are listed on the largest fitting size and method of calculation is listed below. See HC sheets for additional information.
Sheet HC101 requires the contractor to abate all insulation as asbestos-containing unless speci fically tested, while sheet H-101 forbids the contractor from collecting or analyzing bulk samples without the owner's approval - please confirm who performs and pays for that testing and whether approval to sample will be granted.
Estimated Quantities of Piping are listed on HC sheets for all areas that are not shown as previously abated. See 02 82 00 for minor variation and undiscovered hazardous materials procedures. Testing by contractor only under approval from VA.
The 14AB asbestos steam quantities expressly include the full vertical length of pipe serving the second floor, which is the 14CD contract's scope - please confirm which bid line item carries the risers serving the second floor?
HC sheets on CD list steam piping insulation as previously abated. Therefore all steam piping insulation to be removed in Package AB.
Sheet HC103 in the 14CD set directs bidders to field verify prior to bidding, while the solicitation states no site visits other than the 6 August pre-bid visit will be allowed -please confirm how bidders are to field verify, or issue the verified quantities.
Estimated Quantities of Piping are listed on HC sheets for all areas that are not shown as previously abated. See 02 82 00 for minor variation and undiscovered hazardous materials procedures.
Section 01 00 00 requires unit pricing for five named items including abatement by category, but no unit-price schedule, unit of measure or estimated quantity is issued and the Bid Pricing Sheet carries only two lines - please issue the unit-price schedule and state the abatement quantity all bidders are to carry.
Estimated Quantities of know hazardous materials are listed on H sheets. Section 1.3 L requires the Contractor to submit unit pricing for Abatement with their bid. This allows the VA to have an agreed upon price to apply if any unanticipated hazardous materials are discovered.
Section 01 00 00 directs bidders twice to a mandatory price-breakdown format at the end of Section 00 41 13 BID FORM, and all four asbestos sections require unit prices, but Section 00 41 13 is not in the Project Manual - please issue it.
References to 00 41 13 will be removed. The VA Bid pricing format information is already included in the Solicitation.
The JSN Equipment List that governs every washroom accessory, mirror, grab bar, dispenser and changing table has only three columns - JSN, NOMENCLATURE and ACQ/INS - with no quantity column and no room column, so every contractor-supplied item is unquanlified; please issue a quantified, room-by-room equipment schedule.
Refer to Q series sheets showing what items are Contractor supplied, quantities of fixtures are not provided on schedules. Q-001 goes into more detail providing a description of each item. See the requirements in specification section 10 28 00 1.4.
The SPRINKLER HEAD LEGEND on sheet FP104 reports a NEW QUANTITY of zero for every head type, while the same sheet draws a completely new attic sprinkler layout on new branch and main piping - please issue the new head counts by type.
Sprinkler Head Legend updated. See Addendum 1.
The water supply data in Section 21 13 13 is left entirely blank, and the same section appears in both Project Manuals stating the system serves both the first and second floors - please (a) provide a current flow test for the building 14 supply and (b) confirm which bid line item carries the sprinkler system for each floor.
See Specification 21 13 13. Contractor shall perform the flow test as part of the project scope. NFPA 13 requires a flow test to be performed within 12 months prior to the submission of hydraulic calculations. Spec 21 13 13 and the delegated design requirements allow the VA to have this work performed by the sprinkler sub. Delegated design shall be based on the delegated flow test.
Section 28 31 00 still carries its template editing instructions instead of naming the buildings - please confirm whether Building 14 requires an automatic digitized voice and mass notification system or a general evacuation horn and strobe system.
Montrose VA has standardized on on a Notifier Non-Proprietary Addressable System with Mass Evacuation.
Sheet FP104 specifies new sprinkler pipe as cast iron Schedule 40, which is not a listed sprinkler pipe material under NFPA 13, and Schedule 40 is a steel wall designation -please confirm the intended pipe material and schedule.
Piping shall be in accordance with Specification 21 13 13, Part 2.1 and NFPA 13. Reference removed from FP104.
Section 28 23 00 specifies American Dynamics recorders and Illustra cameras in the 14AB manual and Avigilon recorders and cameras in the 14CD manual, both with no substitutions and both claiming to match the same existing station system, while both manuals' own Substitution Form names Avigilon - please confirm the video surveillance manufacturer for each project.
Avigilon cameras and NVR shall be used per Montrose VA standards. See attached Basis of Design cutsheets attached to Addendum 1.
Sheet AD102 keynote 3 states the majority of existing walls are masonry with plaster finish and keynote 23 calls out triple wythe masonry, while the SCHEDULE OF EXISTING FINISHES on the same sheet gives the wall material as GYP for every finish type - please confirm the existing wall construction to be priced for demolition.
Schedule of Existing Finishes updated to change GYP to Plaster.
Sheet AD102 keynote 1 gives a window air-conditioning unit quantity of 37 but states the VA will remove an unstated number before contract award and that the total will be reduced by that variable - please state the number of units the contractor is to price.
Bid the Quantity listed. Note is to make bidders aware that final total may need to be adjusted after bidding complete and project awarded. This is because VA maintains right of first refusal on window AC units.
Section 01 00 00 states that under no circumstances shall any area of the building be shut down and that no utility outage including brief cutovers shall occur, on a project installing entirely new electrical, plumbing, steam, sprinkler and fire alarm systems -please state how the tie-ins are to be executed and what outage windows will be granted.
Specifications state no outages…. Without express written consent of the COR.
Temporary Outages are allowed but must be discussed and durations approved prior to being implemented. Outage requests shall be submitted to COR in advance and meet the minimum facility requirements as outlined in Div 01 facility construction standards.
General Decision/Prevailing wages NY20260017 contains no classi fication for an inside wireman or general building electrician, listing only a tele data technician and line-construction classes - please con firm which classification applies to building power, lighting and fire alarm work.
The wage determination document that is included in the solicitation package is the one we need to go by as a reference. The closest similar wage rate is indeed Electrician (Teledata Technician).
99 Please confirm all the construction work including demolition and asbestos abatement can be performed in regular hours of 8:00 am to 4:30 PM, Monday to Friday.
All work on the upper floors of the building may proceed during normal working hours 08:00am-4:30pm. Work in the ceiling of the ground floor of the building may need to be performed after hours depending on trade and timeline.
Off-hours work for completion of project scope shall be included in the contractor's base bid.
100 Please confirm that the VA will award both the bid items (both floors) to one contractor only.
If duplicate compliance is required, these costs would need to be included separately in each project
