About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is soliciting sealed proposals for renovation of a surgical suite at Salem VA Medical Center, with proposals due May 27, 2026, and questions due May 18. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside; only SDVOSB firms certified in the SBA database may pursue. The procurement is firm-fixed-price under FAR Part 15 competitive negotiation.
Place of performance is Building 143 at Salem VA Medical Center, Salem, Virginia. Work spans four construction phases executed sequentially to maintain continuity of operations within the active healthcare facility, with an 840-calendar-day performance period beginning 15 calendar days after award and including a 14-calendar-day VA activation period between phases during which contractor work is prohibited.
The scope encompasses general construction, selective demolition, architectural renovations, and upgrades to mechanical, electrical, plumbing, fire protection, and fire alarm systems, resulting in eight upgraded operating rooms (one hybrid, six general) plus associated support spaces and post-anesthesia care unit (PACU) areas. Contractor responsibilities include all structural supports for integrated OR ceiling systems; removal of the existing 4,000-gallon underground fuel storage tank and installation of two new 8,000-gallon tanks with associated fuel piping, gauging, pump sets, filtration, controls, and electrical connections; relocation and installation of a VA-purchased UPS; disposal of the existing generator; and furnishing an 800 kW diesel engine generator with 96-hour fuel capacity, automatic transfer switch, and supervisory controls. All work must comply with infection control protocols (Level IV requirements including negative air pressure and HEPA filtration), NFPA 13 and 25 sprinkler system standards, FGI hospital construction guidelines, and applicable prevailing wage rates under the Davis-Bacon Act (General Decision Number VA20260172, effective January 2, 2026, with rates ranging from $13.49 to $40.99 hourly plus fringe benefits up to $27.39 per hour depending on trade classification).
Proposals must be submitted in three separate volumes: Technical Proposal (limited to 15 pages), Past Performance Proposal, and Price Proposal, with a bid guarantee of 20% of bid price not to exceed $3 million and performance and payment bonds required after award. Subcontracting limitations require no more than 85% of contract performance (excluding materials) paid to non-SDVOSB subcontractors for general construction work. Evaluation weighs technical capability and past performance as significantly more important than price. A commissioning agent, retained separately by the VA, will lead verification that building systems perform to specification, with the contractor providing all testing equipment, completing pre-functional checklists with no sampling, and conducting operations and maintenance training with documented evaluations and DVD recordings. An organized site visit was held April 20, 2026, at Building 74, Salem VA Medical Center, 1970 Roanoke Boulevard; six contractors attended. NAICS code 236220 (Commercial and Institutional Building Construction); PSC Z1DA (Maintenance of Hospitals and Infirmaries). Solicitation 36C24626R0039; Project 658-19-103. Submit proposals electronically to chanel.johnson@va.gov. Amendment 0007, effective May 20, 2026, provided responses to 36 additional RFI questions addressing electrical conduit requirements, HVAC system responsibility, ICRA protocols, medical gas and vacuum system testing and certification requirements per specification sections 22 62 00 and 22 63 00, temporary generator specifications, software licensing and integration costs for low-voltage systems, and requirements that all punch list, commissioning support, training, documentation, and testing and balancing be completed before the 14-day VA activation period begins in each affected area.
