This is Amendment 0007 to Solicitation Number 36C24626R0039 for the Renovate Surgical Suite Phase II project at Salem VA Medical Center, issued by the Department of Veterans Affairs Network Contracting Office 6 on May 20, 2026. The amendment provides responses to 36 additional Request for Information (RFI) questions received by the May 18, 2026 deadline and includes a sign-in sheet for the site visit conducted on April 20, 2026.
The RFI responses address critical project clarifications including electrical conduit requirements for six operating rooms with references to specific drawings; contractor responsibility for all conduits per medical equipment manufacturer documentation; confirmation that the 14-day VA activation period between construction phases is included in the overall project duration; contractor responsibility for all components supporting the pre-engineered HVAC system including hanger rods, braces, beams, and structural members; Level IV Infection Control Risk Assessment (ICRA) requirements; temporary generator specifications with 96-hour fuel capacity per VA standards; contractor responsibility for software licenses, programming, and integration costs for nurse call, access control, video surveillance, and other low-voltage systems; testing, adjusting, and balancing requirements completed before each phased turnover; Johnson Controls as the existing fire alarm system vendor; VA badging requirements with temporary badges issued during permanent processing; owner training per specification divisions; warranty start at substantial completion of each phase; no liquidated damages; commissioning agent as owner-retained with contractor responsibilities outlined in specification section 01 91 00; and medical gas shutdown and certification requirements per specification sections 22 62 00 and 22 63 00. The amendment clarifies that all punch list, commissioning support, training, documentation, inspections, and TAB adjustments must be completed before the 14-day activation period begins in each affected area.

See Drawing E-503, E-504 & E-505 for additional conduit requirements for the other operating rooms. These ORs are more typical and the Hybrid OR is a unique room, hence the additional documentation on E-506.
2. Amendment 4 has files showing OR equipment provided plus layouts of the OR’s. Are the conduit requirements shown on these medical drawings in addition to those shown on the electrical drawing OR details or are they the same?
Contractor is responsible for all conduits required for a complete operating room per the medical equipment manufacturer’s documentation and the electrical drawings.
3. The Sign-In list was not included in Amendment 0005, please provide.
Sign-in sheet will be uploaded with Amendment 0007.
4. Please confirm the 14-day activation period between phases is to be included in the contractor’s POP?
Confirmed. The activation period has been included in the overall project duration.
5. Based on the detail provide for the integrated OR ceiling system, we are to utilize detail 2 on S-502 for all 6 ORs are we are to include the all components associated with this system including the beams, hanger rod, and the “pre-engineered HVAC system”
The contractor is responsible for providing all components for the support of the pre-engineered HVAC system including but not limited to hanger rods, braces, beams, structural members, plates, and anchors. Detail 2/S-502 is to be used in the Hybrid OR as shown on P1-SF121, but it is a typical detail that is to be used where the hangers for the pre-engineered HVAC system cannot be directly attached to the ceiling because of conflicts.
6. Please confirm what type of support member is required as listed for the “pre-engineered HVAC system”
See response to #5 above.
