About this file

This is a compiled Request for Information (RFI) response document for Project 658-19-103 Renovate Surgical Phase II, issued by the VA. The document addresses 15 questions submitted by prospective contractors during the May 12-13 pre-proposal period and provides clarifications essential to proposal preparation.

Key contractual and scope clarifications include: the site visit sign-in sheet was provided with Amendment 0005 (uploaded 5/14/2026); no hazardous materials have been identified in Building 143, negating the need for HAZ drawings; the "pre-engineered beam assembly" terminology has been revised to "integrated OR ceiling system," with the contractor responsible for furnishing and installing all structural supports per drawings P1-SF121, P2-SF122, and detail S-502; a 14 calendar day VA activation period is required between phases during which contractor work is prohibited; and infection control walls shown on phasing plans A-011 through A-014 are the controlling documents. The existing underground fuel storage tank has a 4,000-gallon capacity and will be removed, with two new 8,000-gallon Highland tanks installed; the contractor is responsible for all associated fuel piping, tank gauging, pump sets, filtration, controls, electrical connections, testing, and startup per mechanical drawings MP-101, M-504, M-606 and specification sections 26 32 13 and 23 10 00. Additional responsibilities include: lightning protection limited to new air terminals on roof mechanical equipment with connection to existing system (Certificate of Compliance required only for contractor's work); moving and installing a VA-purchased UPS from VA warehouse to location P1-EP101; disposing of the existing generator per contract specifications and applicable regulations; and providing specifications for an exterior storefront system detailed in AE510 and AE600 at the location shown on the accompanying floor plan elevation.

1. Will the Site Visit Sign-in list be provided?

Site-visit sign in sheet was provided with Amendment 0005 uploaded on 5/14/2026.

2. In regard to Questions 70, HAZ Drawings were not provided in the original solicitation, please confirm if these drawings can be provided.

No hazardous materials have been identified in Building 143.

3. In regards to question 60 and 62, the below image is the “pre-engineered beam assembly” that is called out on drawings P1-SF121 and P2-SF122:

The “pre-engineered beam assembly” term should be revised to “integrated OR ceiling system.” Refer to Architectural, Mechanical, Electrical, and Plumbing drawings for more information regarding the integrated OR ceiling system.

Structurally, the contractor is required to coordinate, fabricate, and install all supports for the integrated OR ceiling system as shown on the Structural Plans and Details (S-502). Most supports can be hung directly from the roof slab (detail 1/S-502), but in some places where there are obstruction or where the supports would conflict with rooftop work, jacks on the supports would need to be hung from a beam (detail 2/S-502).

4. Reference question 3: Is the contractor responsible to furnish and install this assembly or will this pre-engineered beam assembly be VA Furnished and VA Installed?

Contractor furnished contractor installed.

5. Reference question 3: Please clarify who is responsible for these pre-engineered beam assembly.

Contractor furnished contractor installed.

6. As regards to question 87 is there a period of time between each phase that the contractor will not be allowed to work while the VA move in new equipment and material.

The spec section 01 00 00, part 1.6 does not specifically call out this time duration.

Contractor shall assume a 14 calendar day VA activation period between phases.

7. Please confirm the full fuel tank scope of work. The documents appear to identify 2 new 8,000-gallon Highland tanks on pages 9 and 14. In addition to the tanks themselves, please clarify whether the contractor is responsible for associated fuel piping, tank gauging, pump sets, filtration equipment, controls, electrical connections, testing, startup, and any related accessories.

Tank information is indicated on drawings C-200 and C-500. Refer to Mechanical Drawings MP-101 for pumps and piping, M-504 for Details, M-606 for flow diagrams, and attached specification sections 26 32 13 and 23 10 00.

8. Please provide the applicable fuel tank scope narrative, specifications, drawings, product requirements, and any available basis of design information for the fuel tank system.

Tank information is indicated on drawings C-200 and C-500. Refer to Mechanical Drawings MP-101 for pumps and piping, M-504 for Details, M-606 for flow diagrams, and attached specification sections 26 32 13 and 23 10 00.

9. Please confirm the size and capacity of the existing underground storage tank to be removed, replaced, abandoned, or otherwise impacted by this scope.

Existing underground fuel storage tank has a capacity of 4,000 gal.

10. Please provide the specification for the Required Lightning Protection System?

Lightning protection scope is limited to new air terminals on roof mech equipment and a connection to existing system. Details 6 and 7 on E-501 cover the scope.

11. Please confirm we are NOT to test and certify the entire Lightning Protection System?

Contractor is only required to provide a Certificate of Compliance for the work that they did to the existing system. The entire system will not need to be certified.

12. Please provide a specification for the UPS shown on P1-EP101 UPS will be purchased by VA. UPS will be delivered to VA warehouse. Contractor is responsible for moving UPS from VA warehouse to installation location shown on P1-EP101 and connecting to building power. See accompanying drawings.

13. Please confirm the existing generator does not need to be salvaged and can be hauled off and scrapped. Or will the VA require us to turn over the generator once it is removed?

Contractor to dispose of generator IAW contract specification and local, state, and federal laws and regulations. Generator shall not be turned over to VA.

14. The phasing plans on A-011, A-012, A-013, and A-014 indicate the infection control walls either as a keynote or in a long and short dashed dark green line. These walls do not not match what is shown on the phased architectural plans. Please confirm the infection control walls shown on A-011, A-012, A-013, and A-014 are the plans that we should follow for infection control.

Yes

15. Details 8/AE510 calls out for an exterior storefront system and this exterior storefront is shown on the window and door schedule shown on AE600 but there is no clear understanding of where this is a replacement storefront or modified system.

Please provide an elevation and floor plan location of where this occurs.
