About this file

This document is Amendment 0004 to a federal construction solicitation for the Department of Veterans Affairs (VA) Network Contracting Office 6 located in Hampton, Virginia. The amendment modifies solicitation number 36C24626R0039 for the Renovate Surgical Suite Phase II project at Salem VA Medical Center, with a project number of 658-19-103.

The amendment extends the proposal due date from the original date to Wednesday, May 20, 2026, at 5:30 PM EDT. Key modifications include: increasing the technical proposal page limitation from 10 to 15 pages; removing specific page limitations from evaluation criteria; adding clause 52.222-90 addressing DEI Discrimination by Federal Contractors; and providing responses to 130 RFI questions submitted by potential bidders. The solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and requires compliance with Buy American Act provisions (FAR 52.225-11 and 52.225-12). The project involves comprehensive renovation of surgical suites including structural work, MEP systems, infection control measures, phased construction within an active hospital facility, and integration with existing building systems. Evaluation will be conducted using a competitive tradeoff method with technical capability and past performance factors being significantly more important than price. The contract will be awarded to the responsible offeror whose proposal provides the best value to the Government. Offerors must submit three separate volumes: technical proposal, past performance documentation, and price proposal via email, and must complete required forms including SF 1442, VAAR 852.219-75, Buy American certifications, and bid bond documentation.

Please provide work restrictions for this area where the contractor’s work will take place.

Reference specification section 01 35 26

72. Please confirm that Volume I & II are submitted together, and Volume III is by itself. Is there a file format or submission format our proposal must meet?

Please refer to solicitation’s “Instructions to Offerors” and “Evaluation criteria” sections.

73. Given the 25MB email limit, should Volume I & II be combined into a zip file or sent separately?

Please refer to solicitation’s “Instructions to Offerors”. Preference is to not use zip files but use of zip files is not disqualifying.

74. Are multiple emails allowed per volume, and how should they be labeled?

Please refer to solicitation’s “Instructions to Offerors”. Yes, obviously multiple emails may be required. Reference the RFP number in the subject of the emails.

75. Please confirm if there are any proposal format requirements we need to meet with our response

(ie. Page limit, use of graphics, margins, font, etc)

77. If there is a page limit (Volume 1 states 10 pages) for the entire proposal, will it be increased to be allowed to include relevant additional information? Or should that be added as an Appendix?

Please refer to solicitation’s “Instructions to Offerors”. Additionally, see Amended

“Instructions to Offerors” and “Evaluation Criteria” sections provided with this amendment. The page limit has increased.

78. Can the VA clarify whether the 3-page Project Management Plan is included within the 10-page limit or separate?

As stated in the evaluation criteria, paragraph 8.4, the information submitted in response to

Technical Subfactor 2 (“Corporate Experience”) will be used, to assign a Performance

Confidence Assessment Rating. Provide the information as instructed. The Government has access to pull CPARS reports. Where CPARS are unavailable for a referenced project, the point of contact information provided may be utilized. This is as already stated in the evaluation criteria.

84. Will the VA consider ongoing projects in CPARS if final ratings are not yet issued?

The VA will consider ongoing projects where substantial work has already been performed.

85. Key Personnel: Can you please confirm if there is a specific project team or information (ie.

Contractor shall coordinate utility shutdowns with COR in accordance with specification section 01 00 00.

89. Please confirm whether there are any owner-mandated blackout periods during which no work can occur (e.g., peak surgery schedules), and whether shutdowns of critical systems—including but not limited to medical gas, medical vacuum, WAGD, fire alarm, BAS, security, electrical, chilled water, steam, and domestic water—are restricted to specific hospital downtime windows.

If so, please provide the allowable work hours, outage durations, and any scheduling constraints associated with these restrictions.

Contractor shall coordinate utility shutdowns with COR in accordance with specification section 01 00 00.

90. Please clarify whether bidders are to include all temporary infection control measures required for each phase, including barriers, anterooms, negative air, HEPA filtration, temporary partitions, dust control, and related measures needed to maintain hospital operations.

100. Please confirm whether BIM coordination modeling has already been performed by the owner or design team for the above-ceiling spaces in the project area, and if so, please provide whether that model will be made available to bidders.

BIM coordination was not performed on the model. The model was used a drafting tool only. Revit Models will only be made available to the winning bid Contractor, not all bidders. Please submit these requests through a construction RFI. Revit Models released directly to the Contractor will require a signed release. Provision of the BIM model is a courtesy to aid the contractor in their coordination effort. This does not release the contractor from their contractual obligation to provide coordination drawings, with all disciplines. All clashes/conflicts are to be resolved by the contractor.

101. Please confirm whether BIM coordination modeling is required during construction for trade coordination and clash detection, or whether BIM is required only for closeout and as built deliverables.

Reference contract specifications for coordination drawing requirements. It is the contractor’s responsibility to ensure all requirements for coordination drawings are met.

Please confirm whether the design team has verified that sufficient above-ceiling space exists to accommodate all proposed ductwork, piping, medical gas systems, electrical systems, low voltage systems, fire protection systems, supports, and equipment within the proposed ceiling and plenum spaces.

Contractor shall provide coordination drawings as required by the contract specifications.

103. Please confirm whether any rooms require unusual above-ceiling clearances, deeper plenums, or special structural or support space for surgical systems, imaging equipment, booms, lights, large air distribution devices, or future owner equipment, and whether sufficient space has been verified for all proposed systems.

Contractor shall provide coordination drawings as required by the contract specifications.

If required, please identify the areas, performance requirements, and duration for each temporary system.

Reference specification section 01 00 00 for requirements pertaining to temporary utilities.

113. We respectfully request consideration of a proposal due date extension. The current bid period does not appear to allow sufficient time for full review of the drawing set, specifications, phasing requirements, existing system tie-ins, and specialty trade scope associated with this project. Additional time would allow bidders to incorporate subcontractor feedback, resolve open-scope questions, and submit more complete and reliable pricing.

Proposal due date has been extended under this amendment to Wednesday May 20, 2026 by

5:30PM EST.

114. Please confirm all new controls wiring is required to be in conduit, the current controls contract for the facility say this is not common for this facility.

Specifications require all controls wiring be installed in conduit. Reference specification section 23 09 23 paragraph 3.1.B.

Proposal due date has been extended under this amendment to Wednesday May 20, 2026 by

5:30PM EST. The RFI due date was previously extended. Questions regarding extension are being presented from potential sources that did not attend the site visit, most likely due to not seeing the 15-day presolicitation notice and/or the first several days of the solicitation having been available.

See attached original Building 143 floor plans and typical partition type drawing. Note these drawings are from the original drawing set Building 143 and do not reflect actual as-built conditions. Some variations to room layouts and configuration exist due to previous projects.

118. During the demolition phase if penetrations are found not to have proper smoke and fire seals, will the contractor be required to carry an allowance for unknown conditions or will each condition be handled on a case-by-case basis? This will be handled on a case-by-case basis. No allowance should be included.

119. Section 2.1.b.1 establishes a 10-page limitation for Volume I – Technical Capability.

Please confirm whether this page limitation applies to the entire volume, including Tab A

(General Information), which appears administrative in nature, or if the limitation applies only to

Tab B (Technical Factor). If Tab A is included, would you consider excluding it or expanding the page limitation?
