UPDATE:
Based on the Previous notice on July 21, 2017, our intent was to release the RFP today, August 1, 2017. However, the Government is not finished with its reviewprocess. We hope to post the RFP soon.
The RFP will have CHANGED DATES for questions and answers and proposal due date. Again, the information provided on July 21st, was to provide potential vendors with helpful information to prepared for the potential RFP.
Please know, the Government will NOT: (1) provide key personnel or labor categories as it is not appropriate for the PWS and we are seeking YOUR business solution; (2) due to a change in requirement tasks, deliverables, and performance standards, the number of previous incumbent staff will not be provided, again we are seeking YOUR business solution; and (3) due to the urgency of this requirement they will still be a limited time for response to the RFP as the Government full anticipates 2 or more proposals will be provide in the whatever specified time the Government posts in the RFP.

The National Guard Youth ChalleNGe Program (YCP) (see YCP Website at https://www.jointservicessupport.org/ngycp) was established by the National Guard in 1993 to turn around the lives of young men and women between the ages of 16 and 18 who were experiencing difficulty in completing traditional high school.
The NG is currently operating 40 programs in 28 states, the District of Columbia, and Puerto Rico. The National Guard Youth ChalleNGe Program is a voluntary 17 1/2-month dropout recovery program helping at-risk youths earn their high school diploma or GED. The program is conducted in a very discipline and structured way using the military model to instill self-discipline, values, education and other skills to improve the youth's life. The YCP works with program participants after graduation to help them enroll in college or trade school, start a new career, or join the military. Since 1993, more than 149,300 students have graduated to date, changing the path for their lives.
This is a non-personnel services requirement to provide Inspection Services ONLY. The Government will not exercise any supervision or control over the Contractor employees performing the services herein. Such Contractor employees shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Added: Jan 25, 2017 2:21 pm Modified: Jul 21, 2017 11:38 amTrack Changes This is an 8(a) set-aside, Firm-Fixed Price (FFP), commercial contract for a SINGLE AWARED IDIQ with an ordering period of five (5) years at an estimated total value of $7 Million. The Government intends to award one task order per year. The reason this requirement is an IDIQ is the number of inspections may vary from year to year. The YCP Inspections Services contract was last procured under contract number W9133L-13-C-0045 as an 8(a) Direct Award FFP contract to Alutiiq Pacific, LLC, an 8(a) company.

Added: Jan 25, 2017 2:21 pm This is an 8(a) set-aside, Firm-Fixed Price (FFP), commercial contract with an estimated total value of $19.5 Million, for a base and four option years. This contract allows for consolidation of two contracts that both support the YCP. The YCP Inspections Services contract was last procured under contract number W9133L-13-C-0045 as an 8(a) Direct Award FFP contract to Alutiiq Pacific, LLC, an 8(a) company. The YCP Training Services contract was last procured under contract number W9133L-13-D-0016-0016 as task order to NCI Information Systems, Inc., a large company.

The program consists of eight core component areas that are used to foster the holistic growth of participants. The component areas are: academic excellence, service to community, health and hygiene, job skills, leadership, followership, life coping skills, physical fitness, and responsible citizenship.
The National Guard's Office of Athletic and Youth Development (NG-J1-AY) is in need for contractor services to provide Quality Control Inspections and Training services to ensure the mandate the YCP are being followed at the state level.
