This is a REQUEST FOR INFORMATION, SOURCES SOUGHT, and SYNOPSIS for 8(a) vendors ONLY. This synopsis shall not be construed as a commitment by the Government and is not a solicitation. This notice is to assist the National Guard Bureau (NGB) in determining potential 8(a) Vendors sources and request industry information to enable the Government to provide a better solicitation via a Request for Proposal (RFP) for the inspection and training services, via an Indefinite Delivery, Indefinite Quantity (IDIQ), supporting the NGB Youth Challenge Program (YCP). This IDIQ will consolidate two previously procured service contracts; (1) YCP Training Instruction/Development Services; and (2) YCP Inspection Services. The Government will NOT accept proposals in response to this market research, nor will the Government issue a contract on the basis of this request or otherwise pay for the information solicited.
The Government has provided a PWS to request information from 8(a) vendors. The Government is seeking information, such as: (1) what could be potential cost savings; (2) are any tasks not understandable; (3) what media venues/events/sites could be use to enhance the Government’s reach within the scope of work of the PWS; (4) what pricing information should the Government consider prior to solicitation (e.g. price per training course, just labor hours, price per inspection, etc.); (5) any best practices, tools, and oversight issues the Government should consider; and (6) any rough estimates the government should consider as a good market value for the Performance Matrix.
For purposes of the Sources Sought, the NGB is seeking potential 8(a) Vendors ONLY that can provide the work objectives describe in the attached PWS as the PRIME. Please do NOT contact the Government stating your interest in being a Sub-Contractor, as such inquiries will be immediately discarded.
All parties interested in this requirement can contact, via EMAIL ONLY, the Contract Specialist, Mr. Aaron Skinner, at aaron.d.skinner.civ@mail.mil. Please submit any questions, as the Government may provide relevant answers via FEDBIZOPPS (not all questions may be answered).
The Government intends to award a five-year single award IDIQ contract. The Standard Industrial Classification Code (SIC) is 8742 Management Consulting Services, the North American Industry Classification Systems (NAICS) code is 541611 Administrative Management and General Management Consulting Services, and the Federal Service Codes (PSCs) is R410 Support-Professional- Program Evaluation/Review/Development.
Responses should include the following information:
1. Offerors name, addresses, point of contact, telephone number and e-mail address;
2. Offerors business size to include designation as Service Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, Women-Owned Small Business, 8(a), etc.;
3. DUNS Number;
4. Capability Statement (Expertise in providing services in contracts similar in the scale);
a. Capability Statements are limited to 8 Pages and must be received no later than 1:00 P.M. on March 20, 2015 via E-MAIL ONLY.
Any costs incurred as a result of this announcement shall be borne by the interested Contractor and will not be charged to the Government for reimbursement.
