About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks a CVE-verified Service-Disabled Veteran-Owned Small Business (SDVOSB) to perform comprehensive renovation of three cemetery sections at Alton National Cemetery, Alton, Illinois, with bids due May 14, 2026, at 2:00 PM EST. This is an SDVOSB set-aside; non-SDVOSBs are ineligible. An amendment issued May 5, 2026, provides responses to pre-bid Requests for Information clarifying that air chisels may remove concrete collars, contractors may use half the parking lot for material staging, enclosed trailers are prohibited in the parking area, and multiple headstones in the same row may be pulled for work if reinstalled prior to daily Contracting Officer's Representative (COR) inspection.

The project encompasses approximately 313 upright marble headstones and 252 flat markers across approximately 14,863 square feet of turf area in Sections A, B, and C. Place of performance is 600 Pearl Street, Alton, Illinois 62002. Work includes professional land surveying, grading plan preparation, vegetation removal, headstone realignment and cleaning, flat marker geogrid support system installation, and turf renovation with sod installation, all within strict 1/8-inch alignment tolerance in vertical, horizontal, lateral, and diagonal directions. The base bid covers 365 calendar days; Option One reduces this to 305 calendar days for sections without concrete bases. Performance period begins from notice to proceed issuance.

The estimated cost range is $100,000 to $250,000, firm-fixed-price. Bids exceeding $150,000 require a bid bond of at least 20 percent (not to exceed $3,000,000), and the awardee must provide Performance and Payment Bonds within ten calendar days of award. Prevailing wage rates under Davis-Bacon apply. All contractor personnel must complete a mandatory Employee Statement of Compliance covering cemetery procedures, remains awareness, proper handling and storage of headstones, and prohibition on damaging burial markers; non-compliance can result in suspension, debarment, or prosecution. The contractor must maintain a superintendent on-site minimum two hours daily, work 8:00 a.m. to 4:30 p.m. Monday through Friday, and establish 24-hour emergency response capability. Contractor-damaged headstones incur a $300 per unit deduction. Turf renovation must occur during April 15 to June 30 (spring) or August 15 to October 15 (fall) windows. A mandatory site visit is scheduled for April 22, 2026, at 10:00 AM CST. Prebid questions close April 29, 2026, at 2:00 PM EST. NAICS 238910, PSC Y1PZ.
