Contract value exceeds $10 million, structured as firm fixed-price with a base contract for Cemetery Rehabilitation and Stormwater/Storm Scope work plus one option line item for Brick Replacement for 25-49% Cross Section Loss. The Government reserves the right to award any or no options with a 180-calendar-day option exercise period from award date. Performance and payment bonds at 100 percent of contract price are required. Davis-Bacon Act prevailing wage rates apply (General Decision LA20260005, effective May 18, 2026).
An organized pre-proposal site visit is scheduled for November 3, 2026. Pre-proposal questions are due by November 10, 2026. Proposals must be submitted electronically in two volumes (Technical Volume I and Business & Price Volume II) and are evaluated using best-value tradeoff methodology with non-price factors weighted more heavily than price.
