About this opportunity
The Department of Veterans Affairs seeks a Service-Disabled Veteran-Owned Small Business (SDVOSB) to modernize and replace ten electric and four hydraulic elevators at Garland VA Medical Center in Garland, Texas, with proposals due June 12, 2026. This is a 100% SDVOSB set-aside; only entities certified in the SBA database at both proposal submission and award are eligible.
Place of performance is Garland, Texas. The scope includes removal of decommissioned equipment, HVAC unit replacement, air distribution system alterations, building management system integration with Siemens Desigo BMS, electrical equipment installation, utility modifications, and fire suppression system work. All work must conform to ASME A17.1-2019 code standards. Construction must be completed within 512 calendar days of notice to proceed, with an additional one-year guarantee period for maintenance and repair services, yielding a total contract period of 877 calendar days.
The procurement carries multiple constraints: contractors must provide on-site Superintendent and Site Safety and Health Officer (full-time, different individuals) during all construction; all personnel require VA PIV cards; work is restricted to regular business hours (Monday–Friday, 7:00 AM to 4:30 PM) unless advance Contracting Officer's Representative approval is obtained; and mandatory site visits occurred April 23 and May 15, 2026. Buy American Act requirements apply per FAR 52.225-11 and 52.225-12. Contractors must comply with VAAR 852.219-75 subcontracting limitations: no more than 85 percent of Government-paid amounts may flow to non-SDVOSB/VOSB subcontractors. The contract is firm fixed-price with a 90-calendar-day price-hold period; no economic price adjustment clause will be added.
Award is anticipated on a best-value basis, weighing past performance and contractor qualifications equally with pricing. Performance and payment bonds equal to 100 percent of contract price are required. The estimated magnitude is $10 million to $20 million under NAICS code 238290, Other Building Equipment Contractors (PSC Y1DA). Davis-Bacon Act and Service Contract Act prevailing wage rates apply, with updated rates effective May 13 and May 18, 2026. Amendment 0005 issued June 5, 2026 provides remaining technical question responses, elevator inspection reports, and revised specifications with new and removed specification sections.
