About this file
This is a Project Manual and Specifications document for the Veterans Affairs North Texas Replace Garland Elevators project (VA Project No. 549-24-425, EA Project No. 07.001), issued for construction on December 13, 2024, with revisions through June 5, 2026.
The project involves modernizing and replacing ten electric elevators and four hydraulic elevators at the VA Hospital in Garland, Texas, with work to include elevator pits, machine rooms, control systems, hoistways, machine drives, landing doors, phones, safety systems, car operation panels, door operators, signaling devices, elevator cab interiors, and integration with the existing Siemens Desigo Building Management System. The General Contractor must provide a one-year repair clause matching one-year maintenance and warranty coverage. Key requirements include establishing a comprehensive security plan with restricted access and badge requirements, implementing infection prevention and dust control measures per the VA's Infection Control Risk Assessment team, maintaining fire safety protocols including temporary construction partitions and standpipes, and coordinating operations to minimize disruption to the active medical center. The contractor must provide professional surveying services for layout and as-built drawings, establish temporary utilities (electricity, water, steam, heat) with metering for chargeable services, conduct required testing and commissioning of all systems, provide maintenance and operating manuals with factory-trained instruction to VA personnel, and deliver detailed photographic documentation with interactive indexing throughout construction. The work encompasses architectural, mechanical, electrical, plumbing, communications, fire alarm, and fire protection systems as detailed across 27 divisions of specifications with corresponding architectural, mechanical, technology, fire alarm, and fire protection drawings.
