The contractor shall utilize the existing chiller until the new chiller is ready to be tie into the existing utilities. we intend for the electrical connection to be from the same source. The contractor shall verify that the power is sufficient to feed the new chiller at the beginning of the project. The new chiller and all utilities shall be activated during a single tie-in event during the weekend
QUESTION 57:
What size temp chiller is needed to supplement the rooftop chiller? Contractors don t have enough information to size this, which is ultimately an engineering calculation, that GC s shouldn t be responsible for.
ANSWER: Temp chiller is not required.
QUESTION 58:
Does it also require an expansion tank?
ANSWER: We are assuming it is referring to the temp chiller referenced in question 57. If this is the case, temp chiller is not required.
QUESTION 59:
Please confirm the Cx agent is hired by the GC or can GC s self-perform Cx with inhouse staff.
ANSWER: The VA will contract separately for Cx services.
QUESTION 60:
The way we interpret the SOW is that the Cx agent will oversee demo, reinstall and start up. Typically, the Cx agent is there during commissioning and not demo or installation. Please clarify the expectation regarding the Cx agent s onsite presence and during what stages of construction understanding the more they are onsite, the higher the pricing to cover these visits.
ANSWER: The Cx will be onsite once during installation and as needed during commissioning.
QUESTION 61:
The SOW states contractors are responsible for reworking of the electrical, but similar to the OR Chiller, we were unable to access the electrical room that feeds this chiller. Existing chiller is mounted on structural steel framework that penetrates the roofing system to the structure below.
Is it the Government s intention to utilize the existing unit support (steel framework) for the new chiller?
Is it a reasonable assumption that the existing chiller and new chiller will be very similar in size and weight? This would eliminate several unknown conditions.
If the existing steel needs to be modified, is it best to address this as a change order to the contractor or should each respective bidder carry an allowance amount determined by the government?
ANSWER: See answer to Question 5.
QUESTION 72:
Background: Replace Building 204 Chiller. Scope of Work 2.11 Contractor is responsible for crane rental. All crane work is to be scheduled after normal working hours and /or weekends.

The VA will provide a lock.
QUESTION 81:
Background: Replace OR Chiller.
Can the new chiller be set during normal business hours? This would require the road to be
blocked and/or a portion of the parking lot to be blocked off.
ANSWER: Crane work will be done during non-business hours.
QUESTION 82:
Background: Replace OR Chiller. The understanding is that the new chiller will be the primary chiller. If the new chiller becomes inoperable then the existing chiller will provide cooling to the OR by a manual transfer.
Will the existing piping be reconfigured to be physically connected to both the new and existing chiller and isolated from each other with valves?
In the event of a failure on the new chiller valves would be closed and opened for the existing chiller manually?
Is there to be a third set of valves for connections to a temporary chiller in the event both the new and existing chiller fail?
ANSWER:
The new and existing piping will be configured to allow the new and existing and potential temporary chillers to be independently isolated from the chilled water loop piping. Reference Sheet M-101 of the revised drawing set.
All isolation valves will be manually operated.
The existing valves and connections for a temporary chiller are to remain.
QUESTION 83:
The solicitation indicates that the existing electrical service can only provide power for one chiller at a time. Can the Government specify the method that is desired to transfer power from the new chiller to the existing chiller in the event the new chiller is no longer operational?
ANSWER: The intent is to only allow one chiller to operate at a time. This can be done several ways, it can be done through an interposing relay that does not allow one chiller to be energized if the other chiller is energized, it can be accomplished through the controls as a permissive input to the controller that will not allow the chiller to start if the other chiller is running, or a manual transfer switch can be used to only allow power to one chiller unit at a time. Depending on how the pumps are energized, this could get a little more complicated in regards to interlocking.
QUESTION 84:
Will maintenance require removing wiring from the line side of the breaker serving the new chiller to the line side of the breaker serving existing chiller?
ANSWER: Depending on how the new chiller is to be wired into the existing system, possibly.
QUESTION 85:
Will there be a cut sheet/product data provided for some type of a transfer switch including a
wiring diagram?
ANSWER: Only if a manual transfer switch is required.
QUESTION 86:
Will there be kirk keys for the breakers that serve the new chiller and the existing chiller along with a wiring diagram?
ANSWER: If there is a manual transfer switch yes. I have no information on the new chiller to base a design off of and no information on how they want this system to operate.
QUESTION 87:
The controls appear to be interlocked to the main building with a WIFI configuration. Can control schematics be provided for the existing chiller along with the brand/type of controls, contractor that maintain controls?
Current hardware/software that new chiller would need to integrate with?
ANSWER: There is no Interlock nor WIFI (Wi-Fi is illegal!) The communications is BACnet MSTP tied to a wireless BACnet Transceiver that communicates to the main automation system. Pretend the Wireless part does not exist , all that will need to be done is a BACnet address set on the new chiller as Address 3 and 2 conductor shielded wire pulled from the pump control box to the new chiller (Pump control box is current end of line so it will have to be daisy chained from that device to the new chiller for proper communications to work, new chiller mac address set to 3 and the baud rate set to 38,400)
The devices in the field act like any normal BACnet device (Just the communications from the pad into the building is wireless BACnet MSTP)
QUESTION 88:
Can the WIFI antenna be used for both chillers or will each chiller need an antenna?
ANSWER: See above about the BACnet wireless device and how it works. No other wireless is needed just new twisted pair 22 AWG 2conductor shielded wire pulled as normal for any BACnet device from the pump control communications over to the new chiller.
QUESTION 89:
Does the current control system have enough points for the new chiller?
ANSWER: Our server handles BACnet traffic so that is not an issue.
QUESTION 90:
Background: Replace OR Chiller. Freeze protection.
Does the existing system contain glycol and are the current glycol levels within an acceptable range?

Mountain Home, TN 37684
General
The building 204 is supplied by a 120-ton chiller unit, located on the roof of building 204. The chiller has reached the end of its useful life and needs to be replaced with another similar sized chiller with quick disconnects for emergency situations. This project will involve a Contractor, to provide Construction services that, at a minimum, include the demolition, purchase and installation of chiller, controls, construction services, and commissioning to create a fully functional chiller for the building 204 area that meets all current codes and standards. This will involve complete demolition, removal, and disposal of the current chiller, modifications to the area to accommodate the required safety and service clearances for the new chiller equipment to be installed.
Scope of Work
The contractor shall be required to furnish all labor, materials, transportation, equipment, tools, and supervision to perform the scope of work for this project.
The contractor will be responsible for performing a site visit to determine the existing equipment details and current installation.
The new equipment will be installed in the same area as the existing equipment and the contractor will need to develop a plan to minimize the amount of down time during the demolition, installation, and commissioning of the new equipment.
The contractor will be required to demo and dispose of all the equipment being removed and re-install safety barriers, fence, etc.
The existing chiller is to be replaced with an approximately 120-ton chiller. The contractor is to correctly size the new chiller to maintain the correct temperature for building 204.
All pumps and/or motors are to be replaced with new equipment.
The chiller must maintain minimum recommended water volume in circulation to avoid frequent cycling of the compressors, which could potentially require a chilled water tank. The current chiller has an 800-gallon auxiliary tank.
The new chiller is to have quick disconnects for emergency situations.
The system must include acoustic options for noise attenuation if there is a need for noise control.
The contractor will provide and install a temporary chiller to keep correct temperature during the demo of the old chiller and installation of the new chillers.
The Contractor will be responsible for renting a crane for removal of old chiller and installation of new chiller to the building 204 roof. All crane work is to be scheduled after normal working hours and/or weekends.
All equipment to complete the scope of work shall be new, not used, remanufactured, or refurbished.
All OEM equipment shall be UL certified and have UL labels on the equipment.
The Chiller shall be rated and certified per AHRI conditions.
The selected chiller and all components, piping, pumps, controls, etc. shall be designed in compliance with applicable standards and codes described in VA program guides, design materials and construction (PG-18-1 and PG -18-2), Design manuals for HVAC (PG-18-10) specifications available in the Technical Information Library (TIL) on VA Website address: (http://www.cfm.va.gov/til/).
The contractor shall be required to develop and submit the following documentation to the COR:
Elevation drawings indicating the location of the new equipment.
Control schematics for the new equipment.
Wiring diagrams and cable/conduit schedules.
Network diagrams for metering and/or control devices internal to the new equipment.
Factory test reports for the equipment.
The contractor shall be responsible for the following services:
On-site commissioning, which includes oversight of the demolition of the existing equipment, new equipment installation and functional testing of the equipment.
Coordination of any subcontractors required for the demolition and installation of the new equipment, including any rework of the existing wiring and conduit to terminate the existing wiring to create a fully functional system.
The Contractor shall develop and provide a detailed schedule in Microsoft Project® or other approved scheduling software for completion of all Design Stage activities, tasks, and submissions required herein, leading up to and including the final design development submission(s). After the Contractor receives notice to proceed with the Construction Stage work, the Contractor shall provide and maintain a detailed schedule in Microsoft Project® for completion of all Construction Documents Phase activities, tasks, and submissions required herein. The Contractor schedules shall itemize all required submission dates and review durations and must conform to the milestones and durations provided in the COR overall schedule and the Submission, Review.
After construction begins, the Contractor shall conduct a weekly progress meeting(s) and weekly subcontractor meeting(s). A COR representative and/or approved delegate will attend. REVIEW REQUIRED REGISTRATION WITH CONTRACTOR PERFORMANCE ASSESSMENT SYSTEM (CPARS)
As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all contracts that exceed $700,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Seal Logistics Center in Portsmouth, Virginia. CPARS has connectivity with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies. PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS. CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.
Each contractor whose contract award is estimated to exceed $700,000 is required to register with CPARS database at the following web address: www.cpars.csd.disa.mil. Help in registering can be obtained by contacting Customer Support Desk at 207-438-1690. Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor's registered representative.Â
For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor's performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor's designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.Â
Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government's evaluation being placed on file in the database with a statement that the contractor failed to respond.
