About this opportunity
The Department of Veterans Affairs Technology Acquisition Center, Austin (contracting office in Independence, Ohio) seeks construction of infrastructure upgrades at Syracuse VA Medical Center and Rome Community-Based Outpatient Clinic in New York, with bids due July 8, 2026. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with estimated magnitude between $20 million and $50 million, and is issued as an Invitation for Bid (sealed-bid, firm-fixed-price).
Place of performance includes Syracuse VA Medical Center (800 Irving Avenue, Syracuse, NY 13210) across Buildings 1, 2, and 16, and Rome Community-Based Outpatient Clinic (125 Brookley Road, Rome, NY 13441). The NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Y1BG.
Scope encompasses site preparation and demolition, fiber optic infrastructure upgrades with redundant fiber runs to each IT closet, Cat 6A cabling from IT closets to all points of use, additional IT and electrical outlets throughout facilities, facility power distribution upgrades including UPS systems, HVAC distribution upgrades, physical security enhancements, hazardous materials abatement (approximately 12 square feet of asbestos-containing caulk at Syracuse, 1 square foot at Rome), and new data center server room construction. Work must be completed within 730 calendar days of notice to proceed, with performance commencing within 10 days of award. The successful bidder must be SBA-certified as SDVOSB at both bid submission and award.
Bid guarantee of 20 percent of bid price (not to exceed $3 million) and performance and payment bonds equal to 100 percent of contract price are required. Technical questions were due March 20, 2026. A mandatory pre-bid site visit occurred March 11, 2026. Award will be made to the responsible bidder with the lowest conforming bid price. Prevailing wage rates per Onondaga County General Decision (effective May 18, 2026) apply; electrician base rate is $50.50 per hour with $35.03 fringes; carpenter is $32.99 base and $21.92 fringes.
Contractor personnel requiring physical or logical access to VA facilities must undergo background vetting per VAAR 852.204-72 and comply with personal identity verification requirements under VAAR 852.204-70. For construction contracts, subcontracting limitations prohibit paying more than 85 percent of government-paid amounts to firms not certified as SDVOSB or VOSB. Work in occupied healthcare spaces requires infection control risk assessment (ICRA) compliance with 21–28 calendar day advance notice by facility risk category and network outage restrictions not exceeding one work shift.
The contracting officer is Bridget May; Thomas Council is the contract specialist. Electronic bid submission is required to thomas.council@va.gov. Amendment 0008 (July 6, 2026) extends the deadline to July 8, updates the teleconference call date, adds FAR 52.212-4 (Terms and Conditions—Commercial Products and Commercial Services), and removes FAR BY REF 52.249-2 and 52.249-10 from the solicitation. Multiple prior amendments extended deadlines and updated specifications, wage rates, and contract clauses, most recently adding FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors, April 2026).
