QUESTION GOVERNMENT RESPONSE
1. 3-12-26 Will the Government provide detailed written requirements for contractor badging? Please clarify the process for obtaining PIV badges, including required documentation, background checks, and estimated processing timeframes.
Regardless of affiliation, everyone working within VA facilities or requiring access to VA information systems requires a VA PIV Card. PIV badging requirements can be found at:
https://www.osp.va.gov/How_To_Get_A_VA_ID_Badg e.asp
Immediately after the bonds are provided to the
Government, the contractor shall immediately start working with the identified COR at the site to commence the VA PIV process for all known contractor personnel that will be working the project. All contractors must have a PIV Card in order to work on site.
2. 3-12-26 The VA’s Master Specification 01 32 16.15, 'Project
Schedules' (Small Projects - Design/Bid/Build), was revised effective December 1, 2025. The updated version is now available on the Technical Information Library (TIL). Will the
VA be updating the 01 32 16.15 spec for this project to include this spec instead of the older one?
Yes, Section 01 32 16.15 - Project Schedules - Small
Projects have been updated. It is contained in the document titled - ATTACHMENT 1 - SPEC DIV 01-13
Updated 6-3-26, which has been posted with this amendment. This version replaces the previous version of SPEC DIV 01-13 and will be incorporated into the award as an attachment.
3. 3-12-26 The period of performance currently cites 730 calendar days after receipt of the Notice to Proceed. However, this project will be facilitated at two separate sites. Has the Syracuse facilities considered increasing the current 730 calendar days to better accommodate the distance issues concerning both sites?
No, we will not change the period of performance due to distance.

4. 3-12-26 The Master Specification 23 09 23 Direct-Digital Control
Systems for HVAC that was originally issued is not correct.
Please reference the attachment titled - Section 23 09 23
Digital Control System HVAC - Updated 3-17-26 that was posted with solicitation Amendment 0002. This version replaces the previous version contained in the specifications and will be incorporated into the award as an attachment.
5. 3-12-26 When installing the new Cat 6A cables can we use existing tray, and when done will the existing ethernet cables need to be removed?
Yes, you can use existing tray if it meets the pathways needed. As a caution a lot of the trays are at capacity and if existing trays are used then existing cables will need to be moved to side of tray to make room for the new cabling. When completed all existing old phone and data cables from the old TR locations to drop locations will need to be removed once system has been commissioned.
The Construction documents require a fill ratio not to exceed 40%. This is for conduits and cable tray. The
Contractor must take this into account when reusing any existing cable trays or conduits. Further the TN sheets state that all unused or disconnected cables must be removed to source. KG 4/6/26
6. 3-19-26 Incorporation of Responses into Contract Documents - Please clarify whether responses to bidder questions will be considered formally incorporated into the Contract Documents, or if the
Government intends to issue revised specifications and/or drawings via amendment to reflect such responses.
Yes, responses to bidder questions will be incorporated into any subsequent contractual award. Any and all updated specification sections or drawings that have been posted with any amendments will also be incorporated into any subsequent contractual award.

39. 3-20-26 RFI-03 – CAT6A pathway requirements:
TNG-001 Notes 23, 26, and 27, and telecom plan general note regarding outlet routing. Please confirm whether new cable tray is required for new CAT6A cabling, or whether J-hooks are acceptable. Please also confirm where tray dividers are required for segregation of communications and security systems within shared cable tray.
The pathways including cable tray and conduits must adhere to a 40% fill ratio maximum. If this can be achieved in the existing cable trays and conduits then no new pathways will be required. It is required that any category cabling category 6 and below that will not be used must be removed to source. Other cable types such as Nurse Call, BMS, Access Control etc. that run through a cable tray must be separated within the cable tray and separate all new category 6A cabling. A comprehensive investigation of all existing conditions on all buildings in scope was not compiled, so the Low voltage Contractor needs to bid according to these conditions. KG 4/6/26
40. 3-20-26 RFI-04 – Existing cable disposition and phased cutover requirements:
TNG-001 Notes 18, 21, 32, 34, and 35. Please also confirm required outage notification, phased cutover, and owner coordination procedures before existing cabling is disconnected or removed.
The segregation of cables refers to the cable trays. If cables that support other devices such as Access Control or Nurse call, those cables shall be segregated with cable tray dividers so that the new category 6A is separate from other cables.
Please review the TN sheets starting on sheet 01TN100Ba.
Light shaded WAOs indicated existing cables and type such as DV1 which equals Demo Voice 1, and DD2 which means demo data 2. The dark shaded WAOs indicate the number of new category 6A cables to be placed in that same WAO such as N for new, D for data and 2 for the number of cables.
Please see Specification section 01 00 00 GENERAL REQUIREMENTS. This section describes suggested phasing for WAO recalling. The GC will coordinate a phasing schedule with the VA which must be provided prior to the start of any work. KG 4/6/26
