About this file

This is a construction specification document for the EHRM Infrastructure Upgrades project at Syracuse VA Medical Center (Project #528A7-22-700), containing general requirements and construction documentation standards for Divisions 01-13.

The project encompasses comprehensive infrastructure upgrades across multiple buildings and locations: Syracuse VA Medical Center Buildings 1, 2, and 16 (800 Irving Ave, Syracuse, NY 13210) and Rome Community-Based Outpatient Clinic (125 Brookley Rd, Rome, NY 13441). Work includes fiber optic upgrades with redundant runs to IT closets, Cat 6A cabling installation from IT closets to all points of use, additional IT and electrical outlet installation, facility power distribution upgrades including UPS systems, HVAC distribution upgrades, physical security enhancements, hazardous materials abatement, and new data center server room construction. Normal working hours are 7:00 AM to 3:30 PM Monday through Friday, with outside-hours work requiring Contracting Officer and COR approval with 72-hour notice at no additional cost to the Government. The contractor must comply with extensive security requirements including VA security management program compliance, badge requirements, key control procedures, document control protocols for sensitive information, and vehicle authorization procedures. Phasing is critical due to 24/7 medical center operations; the contractor must submit work phase plans 21 calendar days in advance for ICRA Class I-II areas and 28 calendar days for Class III-IV areas, with restrictions on concurrent room work (1-3 rooms maximum depending on classification) and network outage limitations not exceeding one work shift. The contractor is responsible for maintaining continuous operations, coordinating utility shutdowns one week in advance, providing temporary environmental controls, managing construction waste, obtaining warranties, and delivering as-built documentation, training manuals, and operator instructions upon project completion.

Infection Controls stakeholders, takes into consideration the complexity of the

Medical Center operations and broad scope of buildings impacted by TR/TE renovations and re-cabling efforts. Phasing of TR/TE renovations and individual room

Cat 6A re-cabling will be heavily influenced by the ICRA precautions required by the

VA, informed by the associated patient risk levels. Critical patient care areas should be considered distinct from non-patient care areas (engineering, admin space, etc.)

and the contractor shall regularly consult with the VA on patient care phasing plans before commencing construction work and upon completion.

4. The following tables outline healthcare and non-healthcare spaces, and recommended phasing constraints:
