About this opportunity

The Federal Highway Administration seeks design-build services for renovation of the Western Federal Lands Highway Division (WFLHD) main building in Vancouver, Washington, with Phase I proposals due September 8, 2026. This is an unrestricted procurement open to both large and small businesses, with no set-aside applied.

The estimated project value is $25 million to $35 million. Place of performance is 610 E. 5th Street, Vancouver, Washington. The 58,870 square-foot main building, constructed in phases between 1932 and 1977, houses approximately 275 federal and contract employees in offices, testing laboratories, and warehouse space. The scope encompasses design, architecture, engineering, construction, and interior design including roof replacement, structural seismic retrofitting of unreinforced masonry walls, building system modernization (HVAC, electrical upgrade to 480V, fire sprinkler installation), hazardous materials abatement (asbestos and lead), code and accessibility compliance, and building envelope performance tailored to Pacific Northwest climate. The Mule Barn (17,703 square feet) is excluded from renovation except utility maintenance. Substantial completion is targeted for Q4 2028. WFLHD manages all equipment, furniture, and staff relocation; contractors are not responsible for these functions.

Offerors must demonstrate minimum $20 million contract value experience in design-build renovation or tenant improvement projects completed within the past five years, $35 million bonding capacity, and OSHA compliance with an averaged annual Experience Modification Rate of 1.19 or below. Proposals must include SF 330 forms for the lead design firm only (top three key architectural personnel), excluding design subconsultants and D/B subcontractors. OSHA 300 logs covering the past five years must be provided. Phase I evaluation criteria are: Pass/Fail Capability to Perform; Technical Approach & Project Management; Specialized Experience & Technical Qualifications (tenant improvement or major building renovation projects over $20 million reviewed more favorably); and Key Personnel & Design Partners. The Government will short-list no more than five qualified firms to compete in Phase II and provide a $25,000 stipend to each non-selected firm submitting a fully responsive Phase II proposal. Amendment A001, posted August 17 and revised August 19, extended the Phase I deadline from September 2 to September 8 and revised evaluation criteria in Factor 2. Proposals are negotiated firm-fixed-price and must be submitted in PDF format (maximum 40MB) to WFL.Contracts@dot.gov, with a minimum 90-day acceptance period. The NAICS code is 236220, Commercial and Institutional Building Construction, with a $45 million size standard. The PSC code is Z2AA, Repair or Alteration of Office Buildings. As of September 1, 2026, the project is exempt from Cost Accounting Standards coverage.
