About this opportunity
The Federal Highway Administration's Western Federal Lands Highway Division intends to solicit a two-phase design-build contract for building renovation with Phase I solicitation expected Summer 2026 (estimated end of July or early August). The project is located at 610 E 5th Street, Vancouver, Washington 98661 and carries an estimated price range of $25 million to $35 million with no set-aside.
The scope encompasses comprehensive renovation of a three-wing office building (constructed 1932, 1952, and 1977) to address deferred maintenance, code compliance deficiencies, and modernize space planning. Work includes upgrading office and materials laboratory spaces; correcting code compliance gaps such as ADA access, fire protection, and structural deficiencies; utility upgrades including electrical service to 480V, secondary water connections, and stormwater management systems; renovation and reconfiguration of on-site and off-site parking areas; and assessment and abatement of hazardous materials (asbestos and lead-based paint) prior to renovation.
The procurement will be issued as full and open competition on SAM.gov under NAICS 236220 and PSC Z2AA. Phase I will require prospective firms to submit performance capability proposals; the government will short-list no more than five Phase I offerors to compete in Phase II, where evaluation will apply best value trade-off methodology considering technical factors, past performance, and cost.
A pre-solicitation site visit occurred June 3, 2026. Prospective contractors must register in SAM.gov prior to proposal submittal. Technical questions should be directed to wfl.plansspec@dot.gov; general inquiries to wfl.contracts@dot.gov or 360-619-7520.
