About this file
This is a Pre-SOQ Meeting presentation for the Federal Highway Administration (FHWA) Western Federal Lands Highway Division (WFLHD) Building Renovation project. The FHWA is seeking a Design-Build (DB) team to renovate its primary facility, one of only two federally owned and operated DOT buildings in the country, which houses over 275 federal employees, significant laboratory space, and the operations center for the Western region. The renovation prioritizes roof system repairs to prevent water intrusion, mechanical/electrical/plumbing (MEP) upgrades for reliable building services, fire and life-safety enhancements including automatic sprinkler protection, code and accessibility improvements for the main building and materials lab, seismic upgrades to meet current structural standards, and efficient interior redesign of offices, cubicles, bathrooms, and kitchen spaces. Site work includes correcting accessibility and circulation deficiencies, bioretention water mitigation, hazardous materials remediation, compliance with NEPA and archaeological requirements in coordination with the National Park Service and Friends of the Valley Area (FOVA), coordination with an ongoing IBR project, and landscaping elements.
The procurement follows a two-phase approach with a Request for Qualifications (RFQ) scheduled for August-September 2026 and a Request for Proposals (RFP) for September-December 2026, with contract execution estimated for January 2027. RFQ key dates include advertisement on August 6 and 13, 2026, pre-proposal meeting on August 18, 2026, question deadline of August 31, 2026, and statements of qualifications due September 8, 2026, followed by finalist notification on September 18, 2026. The RFP will be issued to shortlisted finalists on September 23, 2026, with interactive meetings in September/October, final question submission in November, and proposals due in December 2026. Design and construction phases are estimated to begin after contract execution, with substantial completion targeted for Q4 2028. Prospective proposers may submit questions to WFL.CONTRACTS@DOT.GOV.
