About this file

This is a Request for Qualifications (RFQ) for a two-phase design-build construction project for the Western Federal Lands Highway Division (WFLHD) Building Renovation Project.

The U.S. Department of Transportation Federal Highway Administration is soliciting qualifications from both large and small businesses under NAICS 236220 (Commercial and Institutional Building Construction) with a $45 million size standard. Phase I is an unrestricted procurement with proposals due September 2, 2026 at 1400 PST. The Government will evaluate Phase I proposals to short-list no more than five qualified firms to compete in Phase II, with a $25,000 stipend available to each non-selected firm submitting a fully responsive Phase II proposal. The estimated project price range is $25-35 million for design and construction of a tenant improvement and extensive building renovation of the 58,870 square-foot main building located at 610 E. 5th Street, Vancouver, Washington. Design-Build is the preferred delivery method with desired substantial completion in Q4 2028.

Phase I evaluation will assess technical approach and project management, specialized experience and technical qualifications, key personnel and design partners, and past performance. Offerors must demonstrate minimum $20 million contract value experience in design-build renovation projects completed within the last five years, bonding capacity of $35 million, and OSHA compliance with an averaged annual Experience Modification Rate of 1.19 or below. Key project objectives include structural seismic retrofitting (unreinforced masonry stabilization), hazardous materials abatement (asbestos and lead), building system modernization (HVAC, electrical 480V upgrade, fire sprinkler installation), building envelope performance tailored to Pacific Northwest climate, and modernization of office and laboratory spaces. Proposals must be submitted in PDF format via email to WFL.Contracts@dot.gov with a maximum file size of 40MB, including a cover letter, signed SF 1442, sections checklist, and five technical sections not exceeding specified page limits (Section 1: 5 pages, Section 2: 20 pages, Section 3: 36 pages, Section 4: 32 pages, Section 5: N/A).
