About this file
This is Amendment A001 to a negotiated Firm-Fixed Price design-build solicitation for the Western Federal Lands Highway Division (WFLHD) Building Renovation Project, issued by the Federal Highway Administration on August 17, 2026.
The amendment revises the Phase I proposal due date from September 2, 2026 to September 8, 2026 at 1400 PST and extends the bid opening date accordingly. The estimated price range for design and construction is $25–$35 million, with a full and open procurement under NAICS 236220 (Commercial and Institutional Building Construction) with a $45 million size standard. The contractor must provide comprehensive design, architecture, engineering, labor, materials, interior design, and construction management for extensive tenant improvement and renovation of the WFLHD campus's main building (58,870 SF), a two-story structure built in 1932, 1952, and 1977 that houses offices, testing laboratories, and warehouses. Scope includes roof replacement, structural seismic retrofitting, building system modernization, code compliance, hazardous materials abatement, and interior design to accommodate approximately 275 federal and contract employees. The amendment removes three specific project experience requirements and revises evaluation criteria for Factor 2 (Specialized Experience & Technical Qualifications) and submission requirements. Phase I evaluation is based on four factors: Pass/Fail Capability to Perform (including project experience, teaming, bonding capacity, and OSHA safety compliance); Technical Approach & Project Management; Specialized Experience & Technical Qualifications (requiring minimum $20M contract value projects with preference for Tenant Improvement or Building Renovation over $20M); and Key Personnel & Design Partners. Offers must provide a minimum 90-day acceptance period and are subject to standard federal contracting requirements under FAR and TAR.
