About this file

This is Amendment A001 to a federal solicitation for design-build renovation services for the Western Federal Lands Highway Division (WFLHD) Building Renovation Project, issued by the Federal Highway Administration (FHWA) in Vancouver, Washington.

The amendment, effective August 17, 2026, extends the Phase I proposal due date from September 2, 2026 to September 8, 2026 at 1400 PST (2:00 PM Pacific Standard Time). The solicitation is a full and open procurement under NAICS 236220 (Commercial and Institutional Building Construction) with a $45 million size standard, resulting in a negotiated firm-fixed-price contract. The estimated project value ranges between $25 and $35 million. The scope encompasses complete design, architecture, engineering, construction, and interior design services for extensive tenant improvement and building renovation of the WFLHD campus's main building (58,870 square feet), including roof replacement, structural seismic retrofitting, building system modernization, code compliance, hazardous materials abatement, and building envelope performance for approximately 275 federal and contract employees. The amendment revises evaluation criteria by removing three specific project experience requirements and adding language clarifying that tenant improvement and major building renovation projects over $20 million will be reviewed more favorably under Factor 2. Offers must acknowledge receipt of the amendment prior to the extended deadline, and contractors are not required to sign or return the document.
