About this file

This is a Questions and Answers document for the WFLHD Building Renovations federal contract opportunity. The document contains 26 general and technical questions submitted by prospective contractors with official responses from the Western Federal Lands Highway Division (WFLHD).

Key procurement details include: the RFQ (Request for Quote) was scheduled for release in early August 2026 with a due date of September 8, 2026; Phase II solicitation requirements will only be provided to Phase I successful offerors; site visits are available during the RFQ and RFP stages; and prospective contractors are encouraged to register in SAM.gov as soon as possible and use the "Follow" feature to receive automated notifications of solicitation updates. The project is a Design-Build (DB) delivery method with a minimum contract value of $20 million for tenant improvement and major building renovation work. Contractors must submit SF 330 forms for the lead design firm only (top 3 key architectural personnel), with design subconsultants and D/B subcontractors excluded from this requirement. Amendment A001 clarified project experience requirements and removed certain pass/fail criteria from Section 3.1. The project is exempt from Cost Accounting Standards (CAS) coverage as of September 1, 2026. All equipment, furniture, and staff relocation will be managed by WFLHD, with the renovation project maintaining only utilities to the Mule Barn. OSHA 300 logs for the past five years of projects must be provided with submissions. WFLHD indicated it would not grant extension requests and would attempt to address questions and post amendments as they are received through August 31, 2026.

Project: WFLHD Builiding Renovations

# General Technical Question Answer Date

1 X If we were not able to make it to the pre-solicitation walkthrough, can we still bid on the project?

Yes, firms are allowed to submit their proposals without a site visit. 6/4/26

2 X

I see that the DB will be solicited "summer", do we still have time to register in SAM.gov? When is "summer" or more specifically when do you anticipate solicitation?

We anitcipate to have the soliciation end of July or early August 2026. 6/4/26

3 X When do I need to be in SAM.gov?

Recommend as soon as possible. SAM registration should be completed prior to proposal submittal.

6/4/26

4 X How do I register in SAM.gov? Please see link : https://sam.gov/entity-registration 6/4/26

5 X Will there be another walkthrough opportunity prior to solicitation?

There will be another site visit during the solicitation. Anything prior will be determined by interests submitted to wfl.contracts@dot.gov

6/4/26

6 X

When do you think the proposal deadline will be? Right now it just says summer which could be any day now. Just want to make sure we would actually have time if we move forward

We anitcipate to have the soliciation end of July or early August 2026. 6/4/26

7 X

We’ve had issues in the past where hiring teams on state and federal gov’t projects won’t seriously consider a firm who hasn’t work on one of their projects before, even if we had extensive experience with the design type. Do you think this would be an issue for this project?

Please wait to refer to the solicitation. The solcitation will outline the requirements of the proposed DB teams.

8 X

We are interested in learning more about the WFLHD Building Renovation project and would like to schedule a walkthrough of the facility with someone familiar with the project if possible. Would your office be able to help arrange this?

At this time, there will be no more schedule site visits prior to the release of the solicitation. We have another site visit during the RFQ stage and RFP stage.

7/24/26

9 X

Additionally, the Q&A notes indicated that the RFQ was anticipated to be issued in late July or early August 2026. Could you provide an update on the anticipated RFQ issuance and the current procurement timeline?

At this time, the RFQ is schedule to be released in SAM early August. 7/24/26

10 X

Section 3.1-a. notes a minimum contract value of $20 million for tenant improvement and major building renovation type projects. Do both of the (2) project examples to be provided by the contractor need to meet all three key evaluation criteria to be considered for award?

Amendment A001 will address this and update the section. 8/12/26

11 X How do I get updates to the soliciation in SAM?

When you use the "Follow" feature on a contract opportunity in SAM.gov, the system sends automated email notifications to your registered account address whenever that specific solicitation is updated, amended, or modified.

8/17/26

12 X

This opportunity currently shows as being cancelled in our GovWin database feed, but SAM.gov shows it as active project. Could you please confirm the project is active?

This project is still active. Please see SAM Link:

https://sam.gov/workspace/contract/opp/d 52c49ebc30940cabaedff3aca1fbaed/view

8/17/26

13 X Would WFL be willing to grant an extension to the current submittal date of September 1 for Phase 1 proposals?

Amendment A001 will address the new proposal due date. 8/17/26

14 X Could you please provide additional details regarding the scope, deliverables, schedule, and submission requirements for Phase 2?

Phase II Solicitation requirements will only be provided to the Phase I successful offerors.

8/17/26

15 X

At the top of the document titled Amendment A001, Standard Form 30 box 2 notes the modification number being A002. Is that Amendment A001 (like the footer notes as “Revised by Amendment A001) or is it Amendment A002?

It is in error, and should read A001. This is corrected and the previous document is removed.

8/18/26

16 X

In the document file named Amendment A001 at Part 3, 3.1 Section 1 several Project Experience items have been struck. However, at Part 3.3.1 Submission Requirements, the first paragraph of that section did not strike the same items from the requirements.

Intent of Amendment A001 is to remove the requirements of 3.1 Section 1 (a) as a pass/fail. Requirements 3.3.1 is not removed and additional language is included for clarification.

8/18/26

17 X

Will this project need to renovate the Mule Barn to accommodate the temporary relocated staff during construction or will any relocation of staff and equipment be handled by WFLHD?

All equipment, furniture, and staff relocation will be managed by WFLHD. The renovation project does not include any aspect of the Mule Barn other than maintaining utilities.

8/18/26

18 X

Will WFLHD publish Amendments as questions come in or the information from the tour presentation or will all information be published After August 31?

WFLHD will attempt to respond to questions and post amendments as they come in. Questions after 08/31 may not be addressed.

8/18/26

19 X Will the full sign in list be published? Yes, the signin list will be published. 8/18/26

20 X At the pre-proposal meeting, the RFQ due date listed September 8th, 2026. Will the SF 1442 be updated to reflect this new due date?

Amendment A001 updates the RFQ Due Date to 09/08/2026. See attachments to Amendment A001 for updated 1442 in

SAM.

8/19/26

21 X

With the confusion on this solicitation being cancelled, we lost track of the project. We would like to propose and would like to ask for an extension to the due date by 4 weeks.

Would this be possible?

At this time, WFLHD does not anticipate any extension. 8/20/26

22 X

Can we assume that Section C. Proposed Team in Form SF330 is just for the lead design firm and will not include Design Subconsultants (Structural/Lab/Mech/Elect) or D/B Subcontractors?

Yes, the SF330 is only for the Lead Designer Team and does not include design subconsultant.

8/25/26

23 X

Because standard contractor OSHA 300A logs are generated by year, not by project, would OSHA 300A logs for the past three years be considered acceptable documentation to fulfill this safety requirement?

Provide the OSHA 300 logs for the past projects referenced in the submittal. This should include the last 5 years of projects, not necessarily the calendar years. The intent is to know of any reportable injuries on recent construction efforts.

8/26/26

24 X

Are engineering consultant qualifications expected as part of the submission, and if so, should they be included as part of the SF330 Part I for the lead design firm in Factor 3?

Only the top 3 key personnel on the Architectural Team to be on the SF330. 8/27/26

25 X Can you please verify if this project will be completely exempt from CAS coverage? This project is exempt from CAS. 8/28/26

26 X Will the project be Modified CAS Coverage or Full CAS Coverage?

On 09/01/2026, the Federal Register updated requirements to CAS. This project is now exempt from CAS and the previous question will be updated.
