About this file
This file is a Questions and Answers document for the WFLHD Building Renovations project, a Design-Build (DB) federal contract opportunity. The solicitation was anticipated for release in late July or early August 2026, with the RFQ due date of September 8, 2026. The project involves tenant improvements and major building renovation work with a minimum contract value of $20 million. Firms are permitted to submit proposals without attending presolicitation walkthroughs, though additional site visits will be available during the RFQ and RFP stages. Prospective bidders must register in SAM.gov prior to proposal submission and can follow the contract opportunity in SAM.gov to receive automated email notifications of updates and amendments.
The solicitation operates in a two-phase process, with Phase II requirements provided only to Phase I successful offerors. Key submission requirements include SF 330 forms for the lead design firm only (excluding design subconsultants and DB subcontractors), project experience documentation demonstrating relevant tenant improvement and building renovation experience, and OSHA 300 logs covering the past five years of projects to demonstrate safety performance. Amendment A001 clarified that certain Project Experience requirements in Section 3.1 were removed as pass/fail criteria while noting that Section 3.3.1 submission requirements remain in effect with additional clarifying language. WFLHD indicated no anticipated extension to the RFQ due date and stated that amendments and responses to questions would be posted as they were received, with questions submitted after August 31 potentially not being addressed.

We’ve had issues in the past where hiring teams on state and federal gov’t projects won’t seriously consider a firm who hasn’t work on one of their projects before, even if we had extensive experience with the design type. Do you think this would be an issue for this project?
Please wait to refer to the solicitation. The solcitation will outline the requirements of the proposed DB teams.

Because standard contractor OSHA 300A logs are generated by year, not by project, would OSHA 300A logs for the past three years be considered acceptable documentation to fulfill this safety requirement?
Provide the OSHA 300 logs for the past projects referenced in the submittal. This should include the last 5 years of projects, not necessarily the calendar years. The intent is to know of any reportable injuries on recent construction efforts.
