About this file
This file is a Questions and Answers document for the WFLHD Building Renovations federal contract opportunity. The document addresses general administrative inquiries from prospective bidders regarding the design-build (DB) project procurement process. Key procedural points include: firms may submit proposals without attending the presolicitation walkthrough; SAM.gov registration should be completed prior to proposal submission; additional site visits will occur during the RFQ and RFP stages; and prospective bidders should use the "Follow" feature in SAM.gov to receive automated email notifications of solicitation updates and amendments. The anticipated RFQ release date is early August 2026, with Amendment A001 addressing updates to the proposal due date and project experience requirements. Phase II solicitation requirements will only be provided to Phase I successful offerors.
The responses clarify several technical and contractual matters, including that all equipment, furniture, and staff relocation will be managed by WFLHD rather than the contractor, and the renovation project scope excludes any work on the Mule Barn other than maintaining utilities. Amendments will be posted as questions are answered through August 31, 2026, with questions submitted after that date potentially unaddressed. A minimum contract value of $20 million applies to tenant improvement and major building renovation projects. The signin list from the presolicitation tour will be published. The document indicates this is a two-phase procurement with Phase I focused on qualifications and technical approach, followed by Phase II for detailed proposals provided only to advancing offerors.

7 X
We’ve had issues in the past where hiring teams on state and federal gov’t projects won’t seriously consider a firm who hasn’t work on one of their projects before, even if we had extensive experience with the design type. Do you think this would be an issue for this project?
Please wait to refer to the solicitation. The solcitation will outline the requirements of the proposed DB teams.
