About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a contractor to perform Surface Incremental Availability (SIA) support for the USS HIGGINS (DDG-76) destroyer. The work encompasses comprehensive ship repair and maintenance services including deck covering replacement, exterior surface preservation of antenna platforms, and potable water system testing and operations. Only firms possessing an active Master Agreement for Repair and Alteration of Vessels (MARAV) with the U.S. Navy in the form of either a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) are eligible for award, and contractors must be specifically authorized to operate and conduct business in Japan. The government intends to award based on the lowest evaluated price to a technically acceptable offeror without discussions, though reserves the right to conduct them if necessary. The most recent amendment extends the proposal submission deadline to August 27, 2025 at 10:00 AM Japan Standard Time.
This solicitation contains no set-aside designation and does not identify any current incumbents or potential contractors. While specific award values are not disclosed in the documents, the contract will be structured as a firm fixed price job order under the successful offeror's existing MARAV agreement. The period of performance spans approximately 2.5 months from October 14, 2025 through December 26, 2025, with work to be performed at Yokosuka Naval Base, Japan. The repair package includes eight Task Group Instructions covering various maintenance activities such as replacing 73-729 square feet of deck coverings across multiple ship compartments, preserving 45 square feet of antenna platform exterior surfaces, and conducting comprehensive potable water system integrity testing. The contract requires the contractor to provide complete repair and maintenance capabilities while the Ship Repair Facility Japan Regional Maintenance Center (SRF-JRMC) will provide government-furnished materials and supporting services including crane operations, utilities, and quality assurance inspections.
