About this opportunity
This solicitation has been CANCELED as of September 9, 2025, and is no longer accepting proposals. Originally, the U.S. Army Corps of Engineers, Omaha District was seeking construction contractors to build a new Dairy Forage Research Center (DFRC) for the USDA Agricultural Research Service in Prairie du Sac, Wisconsin. The project required constructing approximately 254,003 building gross square feet across 18 interconnected buildings and support structures, primarily using pre-engineered metal buildings on concrete spread footings, with the exception of a Lab and Administration Building featuring laminated wood construction. The evaluation process used a best value tradeoff approach, considering factors including past performance, key personnel qualifications, project management capabilities, quality control plans, schedule adherence, and small business participation. The original proposal deadline was extended multiple times through various amendments, with the final due date set for August 15, 2025, before the solicitation's cancellation.
This procurement was unrestricted with no set-aside designation, open to both large and small businesses under NAICS code 236220 with a $45 million size standard, though it included a 20% small business participation goal. The estimated contract value ranged between $25 million and $100 million, with a firm-fixed-price structure and a 917-calendar-day performance period. The facility was designed to accommodate up to 452 lactating cows, 144 calves, support 1,300 acres of crop production and 900 acres of pasture, while housing 12 permanent researchers and staff, up to 12 operations and maintenance personnel, and 10 student researchers. The construction site is located on approximately 75 acres at the former Badger Army Ammunition Plant in Prairie du Sac, Wisconsin, with the total facility encompassing approximately 642,000 gross square feet including specialized systems for manure collection, transport, and digestion to support advanced agricultural research operations.
