About this opportunity

The Department of the Army, through the Regional Contracting Office-Stuttgart, anticipates issuing a Request for Proposals on December 4, 2026, to establish a Blanket Purchase Agreement under OASIS+ for Base Operations Support (BASOPS) services at USAG Stuttgart, comprising a one base period and four option periods. No set-aside applies. Place of performance is Stuttgart, Germany, encompassing Kelley Barracks, Patch Barracks, Panzer Kaserne, Robinson Barracks, Stuttgart Army Airfield, and Olga Strasse.

Scope spans seven service annexes: Unaccompanied Personnel Housing, Army Family Housing, Grounds Maintenance, Pavement Clearance and Snow/Ice Removal, Facility Maintenance, Horizontal Pavement Maintenance, and Integrated Pest Management. Housing turnover services cover approximately 2,020 AFH, GFOQ, and UPH units across multiple bedroom categories with recurring Bill of Materials turnovers (approximately 800 annually), full interior painting (approximately 404 annually on a five-year lifecycle), and on-demand repairs. Facility maintenance requires dual compliance with U.S. standards (AR 420-1, NFPA, UFC, ASHRAE) and German regulations (DIN standards, DVGW, VDI 6022); all personnel in regulated trades must hold German IHK certification or formal equivalency. Key requirements include 24/7/365 help desk operations, comprehensive preventive and corrective maintenance of HVAC, plumbing, electrical, and specialized building systems, grounds maintenance across three maintenance levels with European Tree Worker certifications for arborist work, and integrated pest management requiring IHK-certified pest control technician credentials plus U.S. DoD certifications. Performance standards emphasize 95–100% on-time completion for critical maintenance, 100% compliance with notification timelines, and liquidated damages for late housing turnovers ($425 per calendar day). The contractor must designate a full-time Project Manager (baccalaureate degree, five years similar experience, available 24/7/365) and GFEBS PM Coordinator Lead as key personnel, obtain customer signatures within seven calendar days, and maintain comprehensive documentation in GFEBS, eMH, and Government SharePoint systems. All work must comply with German labor law and occupational safety standards; environmental, hazardous materials, and spill protocols; and installation quiet hours (2200–0600 daily, 1300–1500 mid-day, 24-hour quiet on Sundays and German holidays).
